A RESOLUTION APPROVING THE DESIGNATION OF
SDL PROPERTIES, LLC AS THE PREFERRED
DEVELOPER TO ENTER INTO AN EXCLUSIVE
NEGOTIATION AGREEMENT FOR THE DEVELOPMENT
OF THE “OLD POLICE BUILDING” PROPERTY, LOCATED
AT 130 CENTRAL MAIN STREET AND APPOINTING A
NEGOTIATING COMMITTEE THEREFOR
BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1.
The City Council does hereby ratify and approve the designation of SDL
Properties, LLC (the “Developer”) by the City of Pueblo, a Municipal Corporation (the
“City”), as the preferred developer to enter into an exclusive negotiation agreement with
the City for the disposition and development of the “Old Police Building,” upon such
terms and conditions as the City may determine.
SECTION 2.
The City Council does hereby ratify and approve the appointment of the following
persons to act as the “Old Police Building” Negotiation Committee to meet and confer
with the Developer to negotiate a Disposition and Development Agreement for the City
to be submitted to City Council for review, acceptance, and approval, to wit:

ISSUE
Should the City Council approve the designation of SDL Properties, LLC as the preferred
developer to enter into an exclusive negotiation agreement for the development of the “Old
Police Building” property located at 130 Central Main Street and appointing a negotiating
committee?
RECOMMENDATION
Approval of the Resolution.
BACKGROUND
The City of Pueblo solicited qualification and cost-based proposals from private sector
developers to purchase or lease and redevelop a parcel of property commonly referred to
as the “Old Police Building” property, located at 130 Central Main Street, Pueblo, Colorado
on December 5, 2012 with an Addendum published on December 14, 2012. SDL
Properties, LLC, was the only development team to submit a Proposal Response
contemplating redevelopment of 130 Central Main Street for a mixed use building that may
include the following uses: “Brewery/Restaurant, Retail, Professional Office Space, and
several luxury apartments.” The proposal also includes provisions for the demolition and
redevelopment of 150 Central Main Street (current City of Pueblo Finance Department) for
temporary parking servicing 130 Central Main Street and the Regional Tourism Act (RTA)
area. On February 4, 2013, SDL Properties, LLC submitted additional information regarding
their proposal in response to a letter issued by the Department of Planning and Community
Development citing proposal deficiencies, identified by the Project Review Committee. The
February 4, 2013, submittal includes provisions for a 4,000 square-foot daycare use and
1,200 square-foot exercise studio. A driveway along the west side of the building and a
reference to a condominium plat were also included in the revised proposal. Staff is
requesting City Council approve this Resolution to enter into exclusive negotiations with
SDL Properties, LLC to resolve outstanding land use and infrastructure issues related to the
submittals
FINANCIAL IMPACT
At this point there be no financial impact to the City, although the designation of SDL
Properties, LLC could result in the approval of an agreement for the sale or lease and
redevelopment of the Old Police Building at 130 Central Main and potentially the
redevelopment of the adjacent owned property at 150 Central Main Street.
