A RESOLUTION ADOPTING THE CITY CENTER
STREETSCAPE STANDARDS
WHEREAS, the Streetscape Advisory Committee and the Planning and Zoning
Commission voted to recommend approval of the City Center Streetscape Standards;
WHEREAS, the City Center Streetscape Standards have been created in
recognition of distinguishing characteristics, while maintaining the attraction and
purpose of Pueblo’s Downtown; NOW THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that:
The attached City Center Streetscape Standards are hereby adopted, with the
following permitted changes:
1. The addition of a glossary.
2. The addition of an appendix for the recommended tree list.
3. The addition of an appendix for a maintenance checklist.
4. Additional wordsmithing and formatting to complete the document.

TITLE
A RESOLUTION ADOPTING THE CITY CENTER STREETSCAPE STANDARDS
ISSUE
Should City Council adopt the City Center Streetscape Standards?
RECOMMENDATION
The Planning and Zoning Commission, at their January 9, 2013 Regular Meeting, voted
7-0 to recommend approval, with the following permitted changes:
1. The addition of a glossary.
2. The addition of an appendix for the recommended tree list.
3. The addition of an appendix for a maintenance checklist.
4. Additional wordsmithing and formatting to complete the document.
The Streetscape Advisory Committee, at their February 13, 2013 Regular Meeting,
voted 7-0 to recommend approval.
BACKGROUND
The Landscape Performance Standards Ordinance, scheduled for final presentation
following this Resolution on February 25, 2013, provides that all Projects located within
Pueblo’s City Center, which are required to comply with the Landscape Performance
Standards, must provide landscaping in the right-of-way in accordance with the City
Center Streetscape Standards. The Streetscape Standards do not require installation of
landscaping; rather, they lay out the manner in which the landscaping should be
installed in Pueblo’s City Center.
The Standards main goal is to create a Downtown that is pedestrian friendly, based on
the following objectives:
1. Create a bicycle and pedestrian oriented environment that is safe, accessible,
visually pleasing and comfortable.
2. Unify the image of Pueblo City Center by creating a series of public plazas, a
rhythm of street trees and street lighting and providing landscaping with seasonal
color.
3. Increase way-finding and signage that provides directional information for both
pedestrians and motorists
4. Enrich Pueblo’s City Center with public art.
FINANCIAL IMPACT
All future City Projects would be required to comply with the Standards at a cost to the
City; otherwise, all costs of installation and maintenance would be assumed by the
adjacent property owner. Because the Streetscape Standards are not placing additional
landscaping requirements upon the City or the applicant, we believe these costs would
have a neutral financial impact.
