HOAG FOUNDATION TO BE LOCATED WITHIN THE ZEBULON PIKE INTERPRETIVE AREA AND APPROVING THE INSTALLATION OF SAME ON THE PUBLIC LANDS WITHIN THE HISTORIC ARKANSAS RIVERWALK OF PUEBLO WHEREAS, the Amended and Restated Historic Arkansas Riverwalk of Pueblo (HARP) Authority Intergovernmental Agreement (“Agreement”) dated May 19, 2008 directs the HARP Authority to maintain and insure all public improvements, which include works of art, which are accepted by the City of Pueblo; and WHEREAS, the Agreement also directs the HARP Authority to review and make recommendations to the City Council on the installation of improvements on HARP public lands; NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that: The City of Pueblo hereby accepts the eighteen bronze animal sculptures at the Zebulon Pike Interpretive area donated from the LeVert W. Hoag Foundation and the installation of same on the HARP public lands. Hoag Foundation and approve the installation of these art pieces within the Zebulon Pike Interpretative Area on the public lands within the Historic Arkansas Riverwalk of Pueblo? RECOMMENDATION Approve the Resolution. BACKGROUND The HARP intergovernmental agreement directs the HARP Authority to review and make recommendations to the City Council regarding the installation of improvements on HARP Public Lands, and maintain and insure all public improvements, including public art within HARP, which are accepted by the City of Pueblo. The public art installation will include 18 bronze animal sculptures by nationally recognized wildlife artists, representing animals Zebulon Pike observed and identified in his 1806-07 Journal, recorded during his exploration of the headwaters of the Arkansas River, in Southern Colorado. The display will be located on and adjoining the island at the east end of the HARP channel. The sculptures include bighorn sheep, bear, turkeys, deer, mountain lion, magpies, turtle, rabbits, blue heron, ducks, birds, fish, frog, dragonfly, snake, partridge, buffalo, and a horse. The public art project was funded by a donation from the LeVert W. Hoag Foundation. FINANCIAL IMPACT There will be no direct financial impact to the City. As a partner in the HARP Intergovernmental Agreement the City may indirectly incur cost through funding of the Authority’s operation. The LeVert W. Hoag Foundation donated funds for the Zebulon Pike Interpretive Area & the Statuary installation to be located on the island at the east end of the HARP navigable channel. The Installation will include 18 bronze animal sculptures, representing animals Zebulon Pike observed and identified in his 1806 -07 Journal, recorded during his exploration of the headwaters of the Arkansas River, in Southern Colorado. ZEBULON PIKE INTERPRETIVE DISPLAY Eighteen of the animals mentioned in Zebulon Pike's journal are represented here by life size bronze sculptures done by noted award winning artists and located either on the island, this information plaque, or an adjacent area.
