A RESOLUTION AWARDING A CONSTRUCTION
CONTRACT IN THE AMOUNT OF $523,408 TO SPECTRUM
GENERAL CONTRACTORS, INC. FOR PROJECT NO. 12-085
PUEBLO CITY AND MEMORIAL HALLS EXTERIOR
REHABILITATION PHASE II PROJECT, AND AUTHORIZING
THE PURCHASING AGENT TO EXECUTE THE SAME
WHEREAS, proposals for Project No. 12-085, Pueblo City and Memorial Halls
Exterior Rehabilitation Phase II Project have been received and examined, and;
WHEREAS, the proposal of Spectrum General Contractors, Inc. of Denver, Colorado
was not the lowest bid, but was determined to be responsible;
BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1.
A contract for Project No. 12-085, Pueblo City and Memorial Halls Exterior
Rehabilitation Phase II Project be, and the same is hereby awarded to said bidder in the
amount of $523,408.
SECTION 2.
The Purchasing Agent is hereby authorized to execute said contract on behalf of
Pueblo, A Municipal Corporation, and the City Clerk shall affix the seal of the City thereto
and attest the same.
SECTION 3.
In addition to the amount of the bid set forth, as aforementioned, an additional
amount as stipulated in this section is hereby established for contingencies and additional
work.
Contingencies and Additional Work…..$33,000.
SECTION 4.
Funds for said Project shall be paid from Project PL1104, City and Memorial Halls
Exterior Phase II Project.

ISSUE
Should the City Council award a construction contract in the amount of $523,408 to
Spectrum General Contractors, Inc. and set forth $33,000 for contingencies, relating to
Pueblo City and Memorial Halls Rehabilitation Phase II, Project No. 12-085 (PL1104)
and authorize the Purchasing Agent to execute same?
RECOMMENDATION
Approval of the Resolution.
BACKGROUND
Due to the historical significance and presence of the City Hall and Memorial Hall as a
landmark in the City’s center, special consideration was taken to qualify the contractors
bidding on the Scope of Work for experience in masonry rehabilitation and window
restoration for a building of similar size and scale. The bid document contained a
mandatory qualification statement for the contractor to show its experience. The Project
Scope of Work for masonry consists of the rehabilitation of brick, terra cotta, sandstone,
and granite masonry including the cleaning, re-pointing of all mortar joints, and repair of
damaged stone masonry units. The Scope of Work for the window restoration consists
of carefully removing the original windows, stripping old paint, making repairs,
reconstructing missing pieces, resealing glass panes, painting, and reinstalling the
windows.
The Project was first bid in August of 2012 but was over budget and staff decided to
reevaluate and rebid. The second bid was opened in December of 2012 and bids were
in budget. The City staff and Project Architect, Hoehn Architects, P.C., evaluated the
bids and qualifications and determined not to recommend the lowest bidder H. W.
Houston Construction due to their lack of experience and qualification on exterior
masonry rehabilitation and window restoration with a building of the similar size and
scale, but to recommend Spectrum General Contractors, Inc. which was second lowest
bidder (difference of an additional $65,496) and was the most qualified and responsive
to perform the work. The City hired Spectrum General Contractors in 2009 for the
Phase I Restoration and Roof Replacement Project and was satisfied with their
performance. (See attached bid summary and qualification statements of the bidders).
The Committee of Awards recommended the award to Spectrum General Contractors
upon presentation of the evaluation of qualifications from staff. H.W. Houston was
allowed an opportunity to protest and rebut the Committee’s recommendation. The
Committee upheld its original recommendation.
This Project is funded by a State Historical Fund Grant and funds from the $10 Million
Bond for Memorial Hall administered by the Pueblo Urban Renewal Authority. The base
bid is in the amount of $523,408. Additional funds in the amount of $33,000 are
required for possible additional work and contingency.

*$43,300 has been spent for architectural fees.
FINANCIAL IMPACT
Funds in the amount of $556,700 shall be paid from Capital Project No. PL1104,
City
and Memorial Halls Exterior Phase II Project.
