AN ORDINANCE BUDGETING AND APPROPRIATING
$882,340 FOR TRANSPORTATION AND TRANSIT
PLANNING SERVICES RELATED TO THE 2013
DELEGATION AGREEMENT BETWEEN THE CITY OF
PUEBLO, A MUNICIPAL CORPORATION, AND THE
PUEBLO AREA COUNCIL OF GOVERNMENTS
BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1.
The amount of $882,340 including $400,612 of 2013 Consolidated Planning
Grant Funds, $7,400 of Rural Transportation Planning Region Funds, and an estimated
2012 CPG Carryover Funds of $474,328 are hereby budgeted and appropriated from
Pueblo Area Council of Governments (“PACOG”) funds reimbursed to the City for
transportation and transit planning services in accordance with the 2013 Delegation
Agreement between the City of Pueblo, a Municipal Corporation, and PACOG approved
on December 26, 2012.
SECTION 2.
This Ordinance shall become effective upon final passage and approval.

ISSUE
Should the City Council approve an Ordinance budgeting and appropriating $882,340
for transportation and transit planning services?
RECOMMENDATION
Approval of Ordinance.
BACKGROUND
This Ordinance budgets and appropriates the 2013 funds for the Metropolitan Planning
Organization and Transportation Planning Region transportation and transit planning
services. Funds are provided through the Federal Highway Administration (“FHWA”)
Consolidated Planning Grant (“CPG”) and the Colorado Department of Transportation
(“CDOT”) Rural Planning Grant, which are both administered by CDOT. These grant
funds are received by the Pueblo Area Council of Governments (“PACOG”) and
reimbursed to the City of Pueblo in accordance with the 2013 Delegation Agreement
between the City of Pueblo and PACOG. The Ordinance approving the 2013
Delegation Agreement is being submitted concurrently with the Ordinance budgeting
and appropriating funds for 2013 transportation and transit planning. The funds will be

used to complete the tasks in the amended
(“UPWP”) adopted by PACOG Resolution 2012-012 on June 28, 2012, and Amendment
No. 2 to the UPWP adopted by PACOG Resolution 2012-020 on September 27, 2012.
The expenditures are required to be spent in accordance with the FHWA and CDOT
grant provisions.
FINANCIAL IMPACT

PACOG will reimburse the City up to $882,340
$7,400 of Rural TPR Funds, and an estimated 2012 CPG Carryover Funds of $474,328
for 2013 UPWP services stipulated in the 2012 Delegation Agreement between the City
and PACOG.
