HomeMy WebLinkAbout12548RESOLUTION NO. 12548 A RESOLUTION AUTHORIZING THE CITY OF PUEBLO TO SUBMIT A 2012 GRANT APPLICATION TO THE COLORADO DEPARTMENT OF LOCAL AFFAIRS ENERGY MINERAL IMPACT ASSISTANCE FUND RELATING TO THE PUEBLO CITY HALL COMMUNITY ROOM AND RENOVATION PHASE 2 PROJECT AND AUTHORIZING THE PRESIDENT OF CITY COUNCIL TO EXECUTE SAME WHEREAS, it is a goal of the Pueblo City Council to modernize City facilities and infrastructure; BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that: SECTION 1. A grant application requesting $200,000 from the Colorado Department of Local Affairs Energy Mineral Impact Assistance Fund for the Pueblo City Hall Community Room and Renovation Phase 2 Project, a copy of which is attached hereto, is hereby approved. SECTION 2. The President of the City Council is hereby authorized to execute and deliver the grant application in the name of and on behalf of the City of Pueblo, a Municipal Corporation, and the City Clerk shall affix the seal of the City thereto and attest same. RECOMMENDATION Approval of the Resolution. BACKGROUND The $200,000 grant request will assist in the construction of a new 3,000 square foot multipurpose community meeting room including audio/visual and communication technology. This area of City Hall was formerly the City Clerk’s office. The historic front doors and terrazzo flooring in the space will be rehabilitated as part of the Project. The City government, community groups, along with patrons to the Memorial Hall will be able to use this room for meeting and community event space. The remaining Project will provide tenant finish of 6,000 square feet for City offices on the lower level at an estimated cost of $200,000. The Phase 1 Project completed the electrical, HVAC, plumbing, and I.T. infrastructure for the entire 24,000 square foot building. In addition, Phase 1 includes the new third floor administrative offices, City Council Chambers, A.D.A. restrooms on each floor, and an elevator is scheduled to be completed by April of 2013. This DOLA application is in the Tier I grant category and will be reviewed by DOLA staff instead of their State Advisory Committee. City staff has met with the DOLA local staff and together have toured the building. FINANCIAL IMPACT The cost for the Pueblo City Hall Community Room and Renovation Phase 2 Project is estimated to be $400,000. The DOLA Energy Mineral Impact Assistance Fund application is requesting $200,000. The City is proposing $200,000 as a 50% cash match of the $400,000. The costs of the Project are listed below according to funding sources: DOLA (EIAF) Grant Request $200,000 Unsecured City of Pueblo General Funds ($200,000 Match) $200,000 Secured Total Matching Funds $400,000
