AN ORDINANCE BUDGETING AND APPROPRIATING
FUNDS AND CREATING PROJECT PD1208, A STEP
TOWARD REDUCING FATALITIES, AND APPROVING A
PURCHASE ORDER FROM THE COLORADO
DEPARTMENT OF TRANSPORTATION AND
AUTHORIZING THE PRESIDENT OF CITY COUNCIL TO
EXECUTE SAME
WHEREAS, the City Council of Pueblo has the authority on behalf of the City of
Pueblo, including its Police Department, to approve and enter into Agreements; and
WHEREAS, the City Council of Pueblo has the authority on behalf of the City of
Pueblo, including its Police Department, to accept funding for public and municipal
purposes; and
WHEREAS, a Speed Enforcement grant has been tendered to fund
the purchase of new laser speed devices, as well as some officer overtime, in the
amount of $15,000 for the grant period. The City will provide a 25% match, or $5,000,
by way of Officer’s wages, earned on speed enforcement, to the City of Pueblo Police
Department, through Crossroads Turning Point; NOW, THEREFORE,
BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1.
The Purchase Order from the Colorado Department of Transportation relating to
a Speed Enforcement Grant 2012-2013, Project Number PD1208, a true copy of which
is attached hereto is hereby approved.
SECTION2.
Project Number PD1208, A Step Toward Reducing Fatalities, is hereby
established, and the amount $20,000 is to be budgeted and appropriated thereto for the
period of October 1, 2012 through September 30, 2013.
SECTION 3.
The Grant Award Funds shall only be expended and used for the Program and
shall be so obligated and expended by September 30, 2013.
SECTION 4.
This Ordinance shall become effective immediately upon final passage and approval.

ISSUE
Shall City Council approve the Speed Enforcement Purchase Order entitled “A Step
Toward Reducing Fatalities,” and budget and appropriate an amount of $20,000 for the
period October 1, 2012 through September 30, 2013 following the guidelines outlined in
the Contract Objective Plan FFY 2012/2013?
RECOMMENDATION
Approval of this Ordinance.
BACKGROUND
This Purchase Order allows the City of Pueblo, through its Police Department, to
increase speed enforcement efforts by way of purchasing new laser speed devices
and allowing for some overtime to be used for speed enforcement. This Ordinance
budgets and appropriates an amount of $20,000 to Project PD1208 for the period
October 1, 2012, or the date in which the Colorado Department of Transportation signs
their purchase order, whichever is later, through September 30, 2013.
FINANCIAL IMPACT
There is a 25% City match required for this grant; however, officer wages for the time
spent on speed enforcement is allowed to be used as the match. Therefore, $15,000 is
to be grant funded and $5,000 is to be officer time spent on speed enforcement and
charged to project PD1208.
