ORDINANCE NO. 8521
AN ORDINANCE INCREASING THE 2012
APPROPRIATION TO THE HARP AUTHORITY AND
BUDGETING AND APPROPRIATING AN AMOUNT UP TO
$25,000 FROM THE HARP LAND SALE FUND THEREFOR
WHEREAS, the HARP Authority has requested additional funds to pay for
expenses relating to the replacement and repairs of the deck located in the natural area
on HARP public lands, as defined by the Amended and Restated Historic Arkansas
Riverwalk of Pueblo (HARP) Authority Intergovernmental Agreement.
BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1.
An amount up to $25,000 is hereby budgeted and appropriated from the fund
balance of the HARP Land Sales fund for payment to the HARP Authority.
SECTION 2.
This Ordinance shall be effective immediately upon final passage and approval.

ISSUE
Should City Council approve the use of the HARP Land Sale Fund in the amount up to
$25,000 for replacement of the deck in the HARP natural area?
RECOMMENDATION
Approval of the Ordinance.
BACKGROUND
The deck was originally constructed in 1998. The deck is now in need of repairs and
replacement of the surface material. The HARP Authority has been contacted by the
General Contractor organization, which is made up of professional general contractors
from the Pueblo area, which will do the repairs at no cost. The only expense will be the
purchase of the materials. The HARP Authority approved the recommendation to City
Council for the use of HARP Land Sale Funds for deck repairs at their September 6,
2012 Board Meeting.
FINANCIAL IMPACT
There is no financial impact to the City’s General Fund. The HARP Land Sale Fund will
only pay for expenses up to $25,000.
