A RESOLUTION APPROVING AN AGREEMENT
BETWEEN PUEBLO, A MUNICIPAL CORPORATION AND
MENTOR ENGINEERING, INC., AN ALBERTA
CORPORATION, IN THE AMOUNT OF $338,951 FOR THE
ACQUISITION AND IMPLEMENTATION OF A TURN-KEY
AUTOMATIC VEHICLE LOCATION SYSTEM FOR THE
PUEBLO TRANSIT BUSES AND AUTHORIZING THE
PURCHASING AGENT TO EXECUTE THE SAME
BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1.
The agreement between the City of Pueblo and Mentor Engineering, an Alberta
Corporation, for the purchase of an Automatic Vehicle Location System for Pueblo
Transit in the amount of $338,951, a copy of which is attached hereto and incorporated
herein, having been approved as to form by the City Attorney, is hereby approved.
SECTION 2.
The Purchasing Agent is hereby authorized and directed to execute the
Agreement in the name and on behalf of the City of Pueblo, a Municipal Corporation,
and the City Clerk shall affix the seal of the City thereto and attest same.
SECTION 3.
Approval of Resolution is contingent upon approval of Ordinance 8508.

ISSUE
Should City Council approve the agreement with Mentor Engineering for the purchase
of the turn-key Automatic Vehicle Location System for Pueblo Transit buses including
the mobile devices, application software, testing, and training?
RECOMMENDATION
Approval of the Resolution.
BACKGROUND
This Resolution would approve the contract to purchase a turn-key Automatic Vehicle
Location System (AVL) for Pueblo Transit buses. This system includes all hardware,
software, installation, testing, training, evaluation, repair, and commissioning services in
accordance with Mentor’s Proposal submitted in response to the City’s Request for
Proposals No. 11-085. The System will include Mentor Ranger® mobile devices, Mentor
Mobility Application Software, Mentor FastNav™, XGate®, XMobile Manager®. The
AVL system will provide the ability to announce stops both visually and audibly, these
announcements either visual or audible must be made in a manner that allows the
passenger enough time to activate the stop request signal. The AVL system will provide
real-time City vehicles location as well as providing definable event monitoring and
vehicle maintenance and diagnostics.
FINANCIAL IMPACT
Funding for this project will be as follows:
$43,949 from Transit ARRA Grant
$193,213 from Transit’s FY 2009 FTA Capital Grant (80/20 split)
$100,972 from Transit’s FY 2010 FTA Capital Grant (80/20 split)
$817 from Transit’s FY 2012 Operating Budget (50/50)
