A RESOLUTION APPROVING AN AGREEMENT BETWEEN
THE CITY OF PUEBLO, A MUNICIPAL CORPORATION,
AND SHORT ELLIOTT HENDRICKSON INC. (SEH) FOR
PROFESSIONAL SERVICES IN THE AMOUNT OF
$1,234,957.25 RELATED TO CONSTRUCTION SERVICES
FOR THE NEW TRAINING RUNWAY PROJECT AT PUEBLO
MEMORIAL AIRPORT AND AUTHORIZING THE
PRESIDENT OF THE CITY COUNCIL TO EXECUTE SAME
BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1.
A certain Agreement for professional services, a copy of which is attached hereto and
made part thereof by reference, by and between the City of Pueblo, a Municipal Corporation, and
Short Elliott Hendrickson Inc. (SEH), for professional services relating to construction services
for the new training runway project at Pueblo Memorial Airport, after having been approved as
to form by the City Attorney, is hereby approved.
SECTION 2.
The President of City Council is hereby authorized to execute the Agreement on behalf of
Pueblo, a Municipal Corporation, and the City Clerk shall affix the Seal of the City thereto and
attest same.
SECTION 3.
Funds in the amount of $1,234,957.25 shall be expended from Project AP1202-Training
Runway Phase II.

ISSUE
Should City Council approve an agreement with Short Elliott Hendrickson Inc. to oversee
construction of the new training runway at the airport?
RECOMMENDATION
Approval of this Resolution.
BACKGROUND
The FAA has determined that the current training runway is unsafe due to it’s proximity to the
ramp and they have issued a grant to fund 95% of the project costs to construct a new training
runway and associated taxiways. This agreement with Short Elliott Hendrickson Inc. is for the
professional services related to the construction of the new runway.
Initially, the agreement was for $1,365,842.10. However, that amount was $114,220.10 more
than the funds available in the project. The FAA agreed to allow SEH to remove the AGIS
survey from the project which reduced the agreement amount by $130,884.85.
FINANCIAL IMPACT
Funds in the amount of $1,234,957.25 shall be expended from Project AP1202-Training
Runway-Phase II.
