A RESOLUTION APPROVING THE LOCATION OF THE
BLACK HILLS ELECTRIC VEHICLE CHARGING STATION
ON THE HISTORIC ARKANSAS RIVERWALK OF PUEBLO
WHEREAS, per the Amended and Restated Historic Arkansas Riverwalk of
Pueblo (HARP) Authority Intergovernmental Agreement, the HARP Authority, at their
August 1, 2012 Regular Meeting, reviewed the location and design of the Black Hills
Electric Vehicle Charging Station and recommends to City Council that this amenity be
included at the existing Lake Elizabeth parking lot; and
WHEREAS, the installation of an Electric Vehicle Charging Station does not
change the approved use of the Lake Elizabeth parking lot;
BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that:
The location on the Historic Arkansas Riverwalk of Pueblo, recommended by the
HARP Authority, for the placement of an Electric Vehicle Charging Station is hereby
approved.

ISSUE
Should City Council approve the Historic Arkansas Riverwalk Project (HARP) Authority
recommended placement of an electric vehicle charging station on the Historic
Arkansas Riverwalk of Pueblo at the existing Lake Elizabeth parking lot?
RECOMMENDATION
Approval of the Resolution.
BACKGROUND
At their August 1, 2012 Regular Meeting, the HARP Authority reviewed a proposal by
Black Hills Electric to install a charging station for electric vehicles in the parking lot
south of Lake Elizabeth near Victoria Avenue. Following the review, the Authority
approved forwarding a recommendation to City Council approving the installation of the
charging station by Black Hills Electric. Along with the charging station, a kiosk will be
installed on HARP that will provide educational information to the public of the
advantages of using electric cars (see attached Exhibits).
FINANCIAL IMPACT
The electric vehicle charging station will result in no financial impact to the City. Black
Hills Energy will not charge the users of the charging station a fee for recharging of
electric vehicle batteries. Since Black Hills is not assessing a user fee, a fee will not be
charged to Black Hills Energy for locating the charging station on HARP managed
property.
