A RESOLUTION AWARDING A CONSTRUCTION CONTRACT
IN THE AMOUNT OF $50,596 TO INDUSTRIAL
CONSTRUCTORS / MANAGERS, INC., AND SETTING FORTH
$10,119 FOR CONTINGENCIES, FOR PROJECT NO. 12-059
(WWAN04) FY2012 GRAVITY THICKENER REHABILITATION
AT THE WASTEWATER PLANT AND AUTHORIZING THE
PURCHASING AGENT TO EXECUTE THE SAME
WHEREAS, competitive bids for Project No. 12-059 (WWAN04), FY2012 Gravity
Thickener Rehabilitation at the Wastewater Plant, have been received and examined, and;
WHEREAS, the proposal of Industrial Constructors / Managers, Inc., of Pueblo,
Colorado was the lowest of those bids determined to be responsive;
BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1.
This contract is to remove and replace the scum baffle, scum trough, brackets and other
associated items with fiberglass counterparts and raven coat launder troughs in the Gravity
Thickener at the James R. DiIorio Water Reclamation Facility as specified in the documents.
Contract Agreement for Construction with Industrial Constructors / Managers, Inc., Project No.
12-059 (WWAN04) is hereby awarded to said bidder in the amount of $50,596.
SECTION 2.
The Purchasing Agent is hereby authorized to execute said contract on behalf of Pueblo,
a Municipal Corporation, and the City Clerk shall affix the seal of the City thereto and attest the
same.
SECTION 3.
In addition to the amount of the bid set forth, as aforementioned, an additional amount
as stipulated in this section is hereby established for contingencies and additional work.
Contingencies and Additional Work………$10,119
SECTION 4.
Funds for Project No. 12-059 (WWAN04) shall be from the Sewer User Fund.

ISSUE
Should the City Council award a construction contract in the amount of $50,596 to Industrial
Constructors / Managers, Inc. to remove and replace the scum baffle, scum trough, brackets
and other associated items with fiberglass counterparts and raven coat launder troughs in the
Gravity Thickener at the James R. DiIorio Water Reclamation Facility?
RECOMMENDATION
Approve this Resolution.
BACKGROUND
Wastewater treatment at the James R. DiIorio Water Reclamation Facility uses thickening as a
process in which solids are settled to produce concentrated solids prior to feeding them to
anaerobic digesters. Thickening wastewater solids reduces the volume, increases detention
time, improves digestion and reduces costs in processing. Ferric Chloride, a metal salt, is
added to the wastewater to control hydrogen sulfide and protect downstream equipment. Over
time both ferric chloride and hydrogen sulfides are corrosive to metal parts located where air
and wastewater meet. Corroded metal parts will be replaced with fiberglass to prevent
corroding in the future. A bid summary sheet is attached.
FINANCIAL IMPACT
Funding for this project will be taken from the Sewer User Fund. Funding for Project No. 12-059
(WWAN04) is available and was appropriated in the 2012 budget.
