INTRODUCED: July 23, 2012 BY: Chris Nicoll COUNCIL PERSON Background Paper for Proposed RESOLUTION DATE: July 23, 2012 AGENDA ITEM # M-1 DEPARTMENT: WASTEWATER DEPARTMENT GENE MICHAEL, DIRECTOR TITLE A RESOLUTION AWARDING A CONSTRUCTION CONTRACT IN THE AMOUNT OF $48,500 TO ASLAN CONSTRUCTION INC., AND SETTING FORTH $9,250 FOR CONTINGENCIES, TO REMOVE AND REPLACE THE KNIFEGATES AND CHUTES IN THE CENTRIFUGE BUILDING AT THE JAMES R. DIIORIO WATER RECLAMATION FACILITY, PROJECT NO. 12-055 (WW1101) AND AUTHORIZING THE PURCHASING AGENT TO EXECUTE THE SAME ISSUE Should the City Council award a construction contract in the amount of $48,500 to Aslan Construction Inc. to Remove and replace the knifegates and chutes in the centrifuge building at the James R. DiIorio Water Reclamation Facility project? RECOMMENDATION Approve this Resolution. BACKGROUND Wastewater treatment at the James R. DiIorio Water Reclamation Facility requires disposal of biosolids residues via landfilling. During the winter months the biosolids must be dried using industrial centrifuges to remove excess water. The granular material and corrosive atmosphere cause wear on metal components, including the knifegates and chutes used to deliver finished biosolids to truck trailers. The existing knifegates and chutes are 25 years old and are showing severe corrosion, causing the moving parts to malfunction. To prevent disruptions in the wastewater treatment process it was determined that the knifegates and chutes should be replaced. The bid summary sheet is attached. The bid summary shows a bid of $106,000 submitted by a single bidder. After the bid opening, it was determined that the chutes do not need to be replaced at this time. The project has been modified to include only the knifegate replacement at a cost of $48,000, plus $500 insurance and $9,250 in contingencies. FINANCIAL IMPACT Funding for this project will be taken from the Sewer User Fund. Funding for Project No. 12-055 (WW1101) is available and was appropriated in the 2012 budget.
