FLYNN HOUSE, 1013 LAKE AVENUE, AS A LOCAL HISTORIC LANDMARK WHEREAS, the City of Pueblo's Historic Preservation Code, Chapter 14, Title IV, declares that the City shall identify, designate, and preserve those buildings, objects, monuments, structures, and sites which reflect outstanding elements of the community's architectural and cultural heritage; and WHEREAS, the present application was initiated by the property owner and the City's Historic Preservation Commission has reviewed the application for designation of the K.M. Flynn House as a Local Historic Landmark and has recommended to the Planning and Zoning Commission the designation of this resource; and WHEREAS, the City Planning and Zoning Commission has reviewed the Historic Preservation Commission's recommendation and the designation application and submitted its recommendation thereon for landmark designation to City Council; fk BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that: SECTION 1. m26 The City Council finds and determines that the K.M. Flynn House located at 1013 Lake E. o2 Avenue, Pueblo, Colorado, and legally described as Lots 39 and 40, Block 5, Lakewood N ''' Subdivision, is associated with the life of a person significant in the past and embodies those mm distinguishing characteristics of an architectural type or engineering specimen, as defined in the N • Pueblo Historic Preservation Code Section 4 -14 -8. Flynn House as a local Pueblo Historic Landmark, pursuant to the Historic Preservation Code, Chapter 14, Title IV of the Pueblo Municipal Code? RECOMMENDATION Adoption of Ordinance as recommended by the Planning and Zoning Commission at their May 9, 2012 Regular Meeting and the Historic Preservation Commission at their Regular Meeting held on April 12, 2012. BACKGROUND The home qualifies under landmark Criteria 1a for representing the turbulent economic and real estate era speculation boom of the 1890s and endemic foreclosure in Bessemer/Pueblo after the 1892-1893 economic crash, with few long term prominent residents until the 1940s. The home also qualifies for nomination under Criteria 2a and 2b as a good example of a late Queen Anne residence since it still retains its character defining Queen Anne features such as a masonry construction, arched window surrounds, crushed glass gable end decoration, elaborate shingle work, and a complex roofline. The home is the third adjacent house in what is becoming a late 19th century transitional Lake Avenue Historic District. Findings of staff, the Historic Preservation Commission, and the Planning and Zoning Commission are attached. FINANCIAL IMPACT None.
