STREETSCAPE PROJECT AND AUTHORIZING THE
PRESIDENT OF CITY COUNCIL TO EXECUTE THE SAME
WHEREAS, the City of Pueblo supports the planning, survey, design, and
th
completion of construction documents for the East 4 Street (State Highway 96)
Enhancement Project, which is a multifaceted project that includes aesthetic
improvements for the streetscape and increased safety measures for pedestrian and
th
vehicular traffic beginning at Erie Avenue heading east along East 4 Street to Hudson
th
Avenue. The East 4 Street Enhancement Project is an important component of the
City’s streetscape beautification projects; and
WHEREAS, the City of Pueblo supports final design and construction of Phase 1
improvements at the intersection of North Santa Fe Avenue, Greenwood Avenue and
Elizabeth Street. The Project will rebuild three of the signalized intersections along the

SH96/4 Street Corridor and include enhancements consisting of concrete crosswalks,
handicap ramps, curb neck-outs with landscape planters, widened sidewalks,
decorative paving, decorative streetlights, and upgrades and relocation of storm water
inlets at intersections where needed.
WHEREAS, the City of Pueblo supports multimodal improvements consisting of
installing striped bicycle lanes on Goodnight Avenue / Cleveland Avenue beginning at
City Park extending to Abriendo Avenue and on Elizabeth Street from US HWY50 to
Grand Avenue expanding and promoting the City on-street bicycle network.
WHEREAS, the City of Pueblo supports signalization rebuild at the intersections

of 4 Street and Elizabeth Street, 4 Street and Greenwood Street, 4 Street & Santa
Fe Avenue and completion of Final Design Plans for the Construction of Phase 1 of
North Santa Fe Avenue/SH50C streetscape enhancements. Santa Fe Avenue street
enhancements include concrete crosswalks, handicap ramps, curb neck-outs with
landscape planters, widened sidewalks, decorative paving, decorative streetlights,
upgrades, and relocation of storm water inlets at intersections where needed, which are
important components of the City’s beautification projects.
BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1.
A grant application requesting $80,000 from the Colorado Department of
Transportation for funding from the Transportation Enhancement Program for the East

4 Street Enhancement Project, a copy of which is attached hereto, is hereby approved.
SECTION 2.
A grant application requesting $180,000 from the Colorado Department of
Transportation for funding from the Transportation Enhancement Program for the
Multimodal Improvements on Goodnight/Cleveland Corridor and Elizabeth/Greenwood
Corridor, a copy of which is attached hereto, is hereby approved.
SECTION 3.
A grant application requesting $350,000 from the Colorado Department of
Transportation for funding from the Transportation Enhancement Program for the
Arkansas River Trail Upgrade and Safety Improvements Project, a copy of which is
attached hereto, is hereby approved.
SECTION 4.
A grant application requesting $350,000 from the Colorado Department of
Transportation for funding from the Transportation Enhancement Program for the West

4 Street SH-96 Streetscape Project, a copy of which is attached hereto, is hereby
approved.
SECTION 5.
The President of the City Council is hereby authorized to execute and deliver the
grant applications in the name of and on behalf of the City of Pueblo, a Municipal
Corporation, and the City Clerk shall affix the seal of the City thereto and attest same.

Colorado Department of Transportation for funding from the Transportation

Approval of the Resolution.
BACKGROUND
The four grant applications consist of the following:

East 4 Street Enhancement Project
th
The East 4 Street Enhancement Project will consist of survey, design, and completion
th
of construction documents for the East 4 Street (State Highway 96) Enhancement
Project. Future phases of this Project will include aesthetic improvements for the
streetscape and increased safety measures for pedestrian and vehicular traffic.
Aesthetic improvements will include landscaped pedestrian amenities, decorative
pedestrian lights, benches, trash receptacles, street trees, and public art. Safety
enhancements will include decorative raised crosswalks and landscaped bump-outs at

four intersections along East 4 Street between Erie Avenue and Hudson Avenue.
Multimodal Improvements-Goodnight/Cleveland Corridor & Elizabeth/Greenwood
Corridor
The Multimodal Improvements-Goodnight/Cleveland Corridor and Elizabeth/Greenwood
Corridor Project includes the installation of bicycle lanes, crosswalks, pavement
markings, regulatory signs, and bicycle racks along two heavily traveled City corridors,
the Goodnight/Cleveland Corridor and Elizabeth/Greenwood Corridor.
Arkansas River Trail Upgrade and Safety Improvement Project
The Arkansas River Trail Upgrade and Safety Improvement Project includes a paved
handicap accessible parking lot, turn around/drop off area for trail users, plant native
vegetation on the hillsides to control erosion and stormwater quality, and bury overhead
electrical lines. This Project is the fourth phase of redevelopment for the 25-year old
section of the Arkansas River Trail northwest of Santa Fe Avenue along the south side
of the Arkansas River. It is also a continuation of the bike/pedestrian improvements

completed in 2011 as part of the 4 Street Bridge Replacement Project. The Project
includes a paved handicap accessible parking lot, turn around/drop off area for trail
users, plant native vegetation on the hillsides to control erosion and stormwater quality,
and under-grounding of overhead electrical lines.

West 4 Street SH-96 Streetscape
th
The West 4 Street SH-96 Streetscape Project involves final design and construction of
Phase 1 improvements at the intersection of North Santa Fe Avenue, Greenwood
Avenue and Elizabeth Street. The Project will rebuild three of the signalized

intersections along the SH96/4 Street Corridor and include enhancements consisting
of concrete crosswalks, handicap ramps, curb neck-outs with landscape planters,
widened sidewalks, decorative paving, decorative streetlights, and upgrades and
relocation of storm water inlets at intersections where needed. Design and construction
will be paid for and managed by the Colorado Department of Transportation as part of
the Faster Safety Funds, FY 2013.
FINANCIAL IMPACT
The four grant application budgets are as follows:

East 4 Street Enhancement Project improvements are estimated to cost $100,000.
The following is a breakdown of the proposed funding for the Project:
CDOT Enhancement Funds $ 80,000
City of Pueblo Cash Match $ 20,000
TOTAL $100,000
The Multimodal Improvements-Goodnight/Cleveland Corridor and Elizabeth/Greenwood
Corridor is estimated to cost $190,000. The following is a breakdown of the proposed
funding for the Project:
CDOT Enhancement Funds $152,000
In-Kind $ 36,000
City of Pueblo Cash Match $ 2,000
TOTAL $190,000
Arkansas River Trail Upgrade and Safety Improvements Project, Phase 4. The
following is a breakdown of the proposed funding for the Project:
CDOT Enhancement Funds $350,000
City of Pueblo cash match $ 87,500
TOTAL $437,500

West 4 Street SH-96 Streetscape Project. The following is a breakdown of the
proposed funding for the Project (no financial impact to the City):
CDOT Enhancement Funds $ 350,000
CDOT FY2013 Faster Safety Funds $2,000,000
TOTAL $2,350,000
The City will appropriate and budget funds for the Projects that receive enhancement
grant funding prior to approval of the grant agreements with the Colorado Department of
Transportation. The City will assume responsibility for the maintenance of the Projects
following the completion of construction and warranty periods.
