ORDINANCE NO. 8490
AN ORDINANCE APPROVING THE IMPOSITION OF A
FEE FOR THE RESERVATION AND USE OF THE
ROTARY 43 CENTENNIAL PAVILION IN CITY PARK
WHEREAS, the City of Pueblo owns and maintains the Rotary 43 Centennial
Pavilion in City Park; and
WHEREAS, the Parks and Recreation Department wishes to begin charging a
fee for the reservation and use of the Rotary 43 Centennial Pavilion; NOW
THEREFORE,
BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1.
Parks and Recreation Department is hereby authorized to charge fees for the
reservation and use of the Rotary 43 Centennial Pavilion.
SECTION 2.
The fee charged would be to reserve the shelter for one (1) reservation per day
only. The fee would be $100.00 per day with a refundable damage deposit in the
amount of $100.00. All fees are payable upon reservation. Any requests for
cancellation/change must occur a minimum of 14 days prior to reservation to receive a
refund. If cancellation is less than 14 days prior to reservation, fee will be forfeited.
SECTION 3.
This Ordinance shall become effective immediately upon final passage and
approval.

ISSUE
Should Parks and Recreation Department begin charging a fee for the reservation and
use of the Rotary 43 Centennial Pavilion in City Park?
RECOMMENDATION
Approval of the Ordinance.
BACKGROUND
During the May 21, 2012 City Council Work Session, Parks and Recreation Director
Creighton Wright presented a proposal to implement fees for the reservation and use of
shelters in the City parks. Following the presentation, City Council directed Mr. Wright
to revise his proposal to only include the newly constructed Rotary 43 Centennial
Pavilion in City Park.
Currently the Parks and Recreation Department requires a reservation for the use of
any of its covered shelters pursuant to P.M.C. § 10-1-4. In order to reserve a covered
shelter now, people only need to provide their name and contact information. When the
shelters are not reserved, they are available on a first-come/first-served basis. There
are no limits on the amount of time a shelter may be reserved. Therefore, people tend
to reserve a shelter for all day when they only need it for 3-4 hours. In addition, people
don’t cancel their unneeded reservations. Therefore, a shelter may sit empty for an
entire day when it could have been reserved and/or used by others.
Staff proposes the implementation of a fee for reserving the Rotary 43 Centennial
Pavilion for several reasons:
1. To encourage people to only reserve the time they really need and cancel
unneeded reservations – allowing more people guaranteed access to the shelter.
2. To recover administrative and permit enforcement costs associated with the
reservation of the shelter.
3. To gain some buy-in and encourage people to value the resources they use
leading them to take better care of the space.
4. Possibly to increase revenue to purchase signs and display boards for the
shelter.
5. Charging a fee for reservation is commonplace among other municipalities.
When not in use by a scheduled reservation, the Rotary 43 Centennial Pavilion will be
available on a first-come, first-serve basis.
FINANCIAL IMPACT
The fee charged would be to reserve the shelter for one (1) reservation per day only.
The fee would be $100.00 per day with a refundable damage deposit in the amount of
$100.00
Staff expects the reservation fees to generate approximately $2,500 in revenue.
