FLORCZAK TITLE AN ORDINANCE AMENDING THE FISCAL YEAR 2012 STAFFING ORDINANCE AND ESTABLISHING THE POSITION OF LAW DEPARTMENT TECHNICIAN IN THE LAW DEPARTMENT ISSUE Should City Council establish the position of Law Department Technician? RECOMMENDATION Approve the Ordinance. BACKGROUND When the Law Department was created as a functioning department of the City commencing in 2010, the staffing provided for a Legal Secretary position. Unfortunately, the City was unable to hire a qualified Legal Secretary with the required knowledge and skills for the budgeted salary. Consequently, the staffing in the Law Department was revised to eliminate the Legal Secretary position and instead have a Clerk Typist position, with the intention that the person filling that position would be trained and required to acquire the skills of a legal secretary. In nearly all of the Departments within the City, there is a Technician classification. Typically, after a Clerk Typist has performed successfully for two (2) years, the Clerk Typist is then upgraded to the Technician classification. Because the Clerk Typist in the Law Department has successfully performed for the two years and has acquired the skills of a legal secretary, it is appropriate to allow the position to be classified as Law Department Technician. FINANCIAL IMPACT The financial impact for the balance of 2012 is $1,276.
