A RESOLUTION APPROVING THE TRANSFER
AND REPROGRAMMING OF UNENCUMBERED
ENERGY EFFICIENCY AND CONSERVATION
BLOCK GRANT (EECBG) FUNDS FROM
PREVIOUSLY APPROVED PROJECTS TO A
“GREENING PUBLIC BUILDINGS” ACTIVITY
WHEREAS, the City of Pueblo received an allocation of Energy Efficiency and
Conservation Block Grant funding, as authorized under the American Recovery and
Reinvestment Act of 2009 (ARRA); and
WHEREAS, the City of Pueblo budgeted and appropriated funds in the amount of
$1,007,000 through Ordinance No. 8224, setting out the eligible activities to be undertaken
under the grant; and
WHEREAS, the City of Pueblo has reviewed the progress of those projects and has
determined that three activities will have remaining balances upon completion, and additional
work can be undertaken in another activity; NOW, THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1.
The City Council hereby approves the reprogramming and transfer $89,762.81 of
unencumbered EECBG funds. The funds are to be transferred from ARE002 -Main Street
Efficiency Program - $32,179.25, AREE04 -Energy Efficiency and Conservation Strategy -
$1,756.44; and AREE05- Energy Efficiency and Conservation Coordinator - $55,827.12, to
AREE01 – Greening Public Buildings. The funds will provide for additional energy efficiency
retrofits to City owned buildings.

ISSUE
Should the City Council approve the transfer of unencumbered EECBG funds to another eligible
activity that provides for energy efficiency retrofits of public buildings?
RECOMMENDATION
Approval of the Resolution
BACKGROUND
In an effort to assure that the City meets its required EECBG contractual requirements with the
Department of Energy, the Department will closeout three EECBG activities. The resulting
unencumbered amount is $89,762.81. It is the recommendation of Staff that the funds be
transferred and reprogrammed to activity AREE01- Greening Public Buildings. This will allow for
additional energy efficiency retrofits in City owned buildings.
FINANCIAL IMPACT
The funds are available from unencumbered balances in Fund 240. The amount of EECBG
funds that may be reprogrammed is $89,762.81. The funds are to be transferred to project,
AREE01- Greening Public Buildings from the following accounts:
ARE002 -Main Street Efficiency Program - $32,179.25
AREE04 -Energy Efficiency and Conservation Strategy - $1,756.44
AREE05- Energy Efficiency and Conservation Coordinator - $55,827.12
