AN ORDINANCE AMENDING THE FISCAL YEAR 2012
STAFFING ORDINANCE BY CREATING A NEW POSITION
TITLED WW ELECTRICAL SPECIALIST AND
RECLASSIFYING THE POSITION OF GRANT
REPORT/PROPERTY SPECIALIST TO AVIATION
OPERATIONS TECHNICIAN
WHEREAS, it is necessary to create a new position titled WW Electrical
Specialist in the Wastewater Department for the ultimate efficiency and functionality of
the department;
WHEREAS, it is appropriate to reclassify the position of Grant Report/Property
Specialist to Aviation Operations Technician due to the change in duties;
BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that: (brackets indicate
matter being deleted, underscore indicates matter being added)

ISSUE
Should City Council create a new position titled WW Electrical Specialist and reclassify
the position of Grant Report/Property Specialist to Aviation Operations Technician?
RECOMMENDATION
Approval of this Ordinance.
BACKGROUND
WW ELECTRICAL SPECIALIST
During the Ammonia Removal Project at the Water Reclamation Facility, several
significant electrical system failures were discovered. These problems revealed that a
number of electrical components at the facility are obsolete. Original replacement parts
are no longer available, and present-day replacement components are not physically
compatible with the original connection points. Additionally, the corrosive atmosphere
at the Water Reclamation Facility accelerates the deterioration of any metallic
component, placing the electrical power supply system at risk. A loss of electric power
for more than a few minutes would be catastrophic, because it would be impossible to
move water through the treatment process or to maintain the live bacteria that perform
wastewater treatment.
Due to this situation, the Wastewater Department is requesting to establish a new
position classification titled WW Electrical Specialist. The duties of this new
classification will be to take the lead in a multi-year project to upgrade the electrical
power supply system at the Water Reclamation Facility and to maintain the electrical
system in the future to ensure that it continues to meet the needs of the facility. The
complexity, criticality, and ongoing nature of this project justify a full-time employee be
dedicated this position.
The proposed staffing allocation adjustment will temporarily increase net staffing in the
Wastewater Department by one. Total staffing will not increase in the long term
because there are existing employees on staff who are expected to qualify for
promotion into this new position. However, due to Charter requirements and Civil
Service rules, it will be necessary to carry an additional authorized staff position for a
period of approximately one year in order to accomplish the reorganization. When all
positions are filled, the additional vacant position will be abolished, and total authorized
staffing at the Wastewater Treatment Plant will return to 24.
AVIATION OPERATIONS TECHNICIAN
Due to organizational restructuring, the incumbent in the position of Grant
Report/Property Specialist, who worked out of the Housing and Community
Development Department, was transferred to the Pueblo Municipal Airport in 2009.
Since that time, the duties of the Grant Report/Property Specialist position have
changed considerably to more adequately accommodate the operational needs of the
Airport. The changes in duties are significant enough to warrant a reclassification of this
position to a new classification titled Airport Operations Technician. Although there has
been a change in duties, the complexity and level of responsibility is the same.
Therefore, the pay scale will be not changed.
FINANCIAL IMPACT
There is no net financial impact projected.
