TO EMPLOY PUEBLO YOUTH ON PUEBLO PROJECTS AS PART OF A 2012 YOUTH CORPS PILOT PROGRAM BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that: SECTION 1. Payment in an amount not to exceed $20,000 from the Council Contingencies Account in the 2012 General Fund Budget is hereby authorized to be made to Mile High Youth Corps dba Year One, Inc. to employ Pueblo youth as part of a 2012 Youth Corps pilot program on projects to be determined by the City Manager. SECTION 2. MHYC shall employ youth ages 18 to 24 who reside within the City of Pueblo to perform work on designated projects approved by the City Manager. TO EMPLOY PUEBLO YOUTH ON PUEBLO PROJECTS AS PART OF A 2012 YOUTH CORPS PILOT PROGRAM ISSUE: Should the City Council approve a Resolution authorizing payment not to exceed $20,000 from the Council Contingencies Account in the 2012 General Fund Budget to Mile High Youth Corps dba Year One, Inc. to employ Pueblo youth on Pueblo projects as part of a 2012 Youth Corps pilot program? RECOMMENDATION: This Resolution is at the request of the City Council. BACKGROUND: Mile High Youth Corps (MHYC) was founded in 1992 as a 501(c)3 non-profit agency and merged with a Colorado Springs Corps in 2009. The agency is accredited and meets national standards for Corps. MHYC is an AmeriCorps program that currently engages over 250 youth ages 18 to 24 in 15 counties from Denver to the New Mexico border to provide land, energy, and water conservation efforts. The Regional Director of the Southern Front Range District of MHYC made a presentation to the City Council on April 2 to discuss a Youth Corps pilot program in Pueblo during the summer/fall of 2012 and to request the City’s financial support for this pilot program in an amount not to exceed $20,000. Part of the discussion was aimed at the local need for jobs for youth, as well as the need for assistance with projects, such as beautification along the I-25 corridor and/or other parks projects, specifically in and around the Pueblo community. MHYC explained that the engaged youth are paid workers who also do wildfire mitigation, invasive species removal, stream bank restoration, fencing, trail closure, playground construction, signage, and much more. The work provides youth with employment and training, and they learn teamwork and problem solving skills while providing much needed services to communities. Four to eight hours per week of crew time is spent in education on the topics of environmental education, life skills, civic engagement, healthy lifestyles, living on your own, and career development. It is supervised outdoor physical work that also provides a weekly stipend and scholarship opportunities. MHYC reported that the results of the 2011 Colorado Springs program included 18 miles of trail construction and maintenance, 696 feet of rock wall and a 138’ stream crossing were installed, 23.4 acres of forest were thinned, 8 acres of invasive species removal was done, and 10 cords of firewood for low income families was cut. Of the 49 youth employed during this time, 89.7% completed the program, 86% received AmeriCorps Awards, educational awards totaled $56,525, and 93% of the participants were placed in jobs or returned to school. FINANCIAL IMPACT: Funds in an amount not to exceed $20,000 from the Council Contingencies Account in the 2012 General fund budget will be transferred to Mile High Youth Corps dba Year One, Inc. to specifically employ Pueblo youth on Pueblo projects as part of a 2012 Youth Corps pilot program. The City would be billed for services provided.
