A RESOLUTION APPROVING THE LOCATION OF THE
WORLD TRADE CENTER STEEL COMMEMORATIVE ART
FEATURE ON THE HISTORIC ARKANSAS RIVERWALK
OF PUEBLO
WHEREAS, per the Amended and Restated Historic Arkansas River of Pueblo
(HARP) Authority Intergovernmental Agreement, the HARP Authority, at their March 4,
2012 Regular Meeting, reviewed the location and design of the World Trade Center
Steel Commemorative Art feature and recommends to City Council that this feature be
placed on the plaza adjoining the Riverwalk level entryway to the Center for American
Values, 101 S. Main Street; and
WHEREAS, The Planning & Zoning Commission at their March 14, 2012 Regular
Meeting approved the Development Plan for the HARP plaza area north of 101 S. Main
Street, which identified the location for the World Trade Center Steel Commemorative
Art feature;
BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that:
The location on the Historic Arkansas Riverwalk of Pueblo, recommended by the
HARP Authority, for the placement of the World Trade Center Steel Commemorative Art
Feature is hereby approved.

ISSUE
Should the City Council approve the HARP Authority recommended placement of the
World Trade Center Steel Commemorative Art Feature on the Plaza adjoining the
Riverwalk level entryway to the Center for American Values?
RECOMMENDATION
Approval of the Resolution.
BACKGROUND
The Center for American Values has been given a six (6) foot long, 500-pound section
of World Trade Center steel beam by the New York City Fire Department and the Port
Authority of New York and New Jersey. The Fire Department and Port Authority have
been overseeing much of the steel debris that was stored in the JFK airport hangar, and
have granted more than 1,100 communities, non-profits, military bases, airports,
museums, and other groups across the country a section of the steel from the World
Trade Center, totaling nearly 350,000 tons of steel, for memorials. The only
requirement of the Port Authority is that the memorials be public and free of admission
charge. The World Trade Center Steel Art Feature will remain in the ownership of the
Center for American Values and will consist of an artistic installation of the piece of the
World Trade Center steel facing east towards New York City sitting atop two (2)
Haddonstone pillars on a granite base, facing east towards New York, which will
commemorate the Twin Towers.
In 2011 the Planning and Zoning Commission granted approval to create a plaza space
on the Riverwalk that adjoined the Riverwalk level entrance to the Center for American
Values located within the Waterfront building at 101 S. Main Street. The location of the
commemorative display was chosen for its ties to the Center for American Values, as
well as, the patriotic elements that have been created in the adjoining plaza space on
the Riverwalk. This display will become the eighth stop on the Home of Heroes Walk of
Valor tour. The proposed location also creates an area where people can have full
access to the display, allowing them to stop and reflect at their leisure.

FINANCIAL IMPACT
Ownership of the Art Feature will remain with the Center for American Values. This will
require an amendment to the Patio Lease Agreement between the HARP Authority and
the Waterfront Center, which will require that the Waterfront Building insure and
maintain the Art feature. The lease modification is on the HARP Authority’s April 4,
2012 Agenda. There will be no financial impact to the City.
