A RESOLUTION AWARDING A CONSTRUCTION
CONTRACT IN THE AMOUNT OF $6,925,000 TO H.W.
HOUSTON CONSTRUCTION CO., FOR PROJECT NO. 12-
001 PUEBLO MEMORIAL HALL: EXPANSION AND
RENOVATION PROJECT, AND AUTHORIZING THE
PURCHASING AGENT TO EXECUTE THE SAME
WHEREAS, proposals for Project No. 12-001, Pueblo Memorial Hall: Expansion and
Renovation Project have been received and examined, and;
WHEREAS, the proposal of H.W. Houston Construction Co. of Pueblo, Colorado
was the lowest of those bids determined to be responsible;
BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1.
A contract for Project No. 12-001, Pueblo Memorial Hall: Expansion and Renovation
Project be, and the same is hereby awarded to said bidder in the amount of $6,925,000.
SECTION 2.
The Purchasing Agent is hereby authorized to execute said contract on behalf of
Pueblo, A Municipal Corporation, and the City Clerk shall affix the seal of the City thereto
and attest the same.
SECTION 3.
In addition to the amount of the bid set forth, as aforementioned, an additional
amount as stipulated in this section is hereby established for contingencies and additional
work.
Contingencies and Additional Work…..$388,500.
SECTION 4.
Funds for said project shall be paid pursuant to an Agreement with the Pueblo Urban
Renewal Authority.

ISSUE
Should City Council approve a construction contract in the amount of $6,925,000 to H.W.
Houston Construction Co. for Project No. 12-001 Pueblo Memorial Hall: Expansion and
Renovation Project and authorize the Purchasing Agent to execute same?
RECOMMENDATION
Approve the Resolution.
BACKGROUND
The project Scope of Work consists of the expansion of the production side of the theater at
the back of the building, enlarging the orchestra pit and stage area, reseating and configuring
the audience space in the main hall and balcony, providing a new perimeter hallway, providing
restrooms, installing an air conditioning system and heating system, and the restoration of the
interior spaces.
The prequalification of interested General Contractors was made in January of 2012. Four
general contractors were prequalified to bid on the project and three submitted bids (See Bid
Summary). H.W. Houston Construction Co. of Pueblo was the lowest of those bids and
determined responsible with a base bid in the amount of $6,925,000. A contingency in the
amount of $388,500 shall be set forth for additional and unforeseen work. The systems that
could be furnished and installed such as audio video, theatrical lighting, draperies, orchestra
lift, seating, and rigging were bid separately and are not included in this bid contract award.
FINANCIAL IMPACT
Funds in the amount of $6,925,000 for the construction and renovation and $388,500 for
contingency will be paid pursuant to a Design and Construction Agreement with the Pueblo
Urban Renewal Authority.
