A RESOLUTION APPROVING AN AGREEMENT IN THE
AMOUNT OF $31,000 BETWEEN THE CITY OF PUEBLO
AND RED OAK CONSULTING FOR PROFESSIONAL
SERVICES ASSOCIATED WITH REVIEWING SANITARY
SEWER RATES
WHEREAS, the City of Pueblo owns, operates and maintains a wastewater system
subject to the requirements of the Federal Clean Water Act and the Colorado Water Quality
Control Act, and;
WHEREAS, the operation of the wastewater system is funded through user charges,
and;
WHEREAS, the City Council desires periodic review of wastewater charges to ensure
that revenues are appropriate and are adequate to fully fund the operation of the wastewater
system, and;
WHEREAS, the City has selected Red Oak Consulting to provide certain professional
services in connection with wastewater charges;
BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1.
The Agreement for Professional Services by and between Pueblo, a Municipal
Corporation, and Red Oak Consulting, a true copy of which is attached hereto and incorporated
herein by reference (the “Agreement”) having been approved as to form by the City Attorney, is
hereby approved.
SECTION 2.
The President of City Council is hereby authorized to execute the Agreement in the
name and on behalf of the City and the City Clerk is directed to affix the seal of the City thereto
and attest same.
SECTION 3.
Funds for payment for professional services under said Agreement in an amount not to
exceed $31,000 shall be paid from appropriated and unencumbered funds budgeted in the
City’s 2012 Budget from the Sewer User Fund.

ISSUE
Should the City Council approve an agreement in the amount of $31,000 with Red Oak
Consulting for professional services associated with reviewing sanitary sewer rates?
RECOMMENDATION
Approval of Resolution.
BACKGROUND
The Municipal Code requires that sanitary sewer rates be reviewed no less often than
every two years. Red Oak Consulting was selected as the City’s Wastewater Rate
Consultant of Record through a competitive bid process.
A copy of the agreement with Red Oak Consulting for the 2012 Wastewater Rate
Review is attached.
FINANCIAL IMPACT
Funds for the 2012 Wastewater Rate Review are available from the Sewer User Fund
and were appropriated in the 2012 budget.
