A RESOLUTION TRANSFERRING $170,000 FROM
PROJECT CP1102 – PARKS AND RECREATION MASTER
PLAN, TO 12-019 (CP1020) LAKE MINNEQUA PARK AND
OPEN SPACE IMPROVEMENTS – PHASE 2, AND
AWARDING A CONSTRUCTION CONTRACT IN THE
AMOUNT OF $863,593.04 TO SABELL’S ENTERPRISES,
LLLP, AND SETTING FORTH $129,500 FOR
CONTINGENCIES AND ADDITIONAL WORK FOR PROJECT
NO. 12-019 (CP1020) LAKE MINNEQUA PARK AND OPEN
SPACE IMPROVEMENTS – PHASE 2, AND AUTHORIZING
THE PURCHASING AGENT TO EXECUTE THE SAME
WHEREAS, proposals for PROJECT NO. 12-019 (CP1020) LAKE MINNEQUA
PARK AND OPEN SPACE IMPROVEMENTS – PHASE 2 have been received and
examined, and;
WHEREAS, the proposal of SABELL’S ENTERPRISES, LLLP, of Arvada,
Colorado was the lowest of those bids determined to be responsible; and
WHEREAS, additional funds are necessary to execute said project via transfer
from Project CP1102 – Parks and Recreation Master Plan; Now, therefore
BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1.
Transfer of funds is authorized in the amount of $170,000 from Project Code
CP1102 – Parks and Recreation Master Plan, to 12-019 (CP1020) Lake Minnequa Park
and Open Space Improvements – Phase 2.
SECTION 2.
A contract for PROJECT NO. 12-019 (CP1020) LAKE MINNEQUA PARK AND
OPEN SPACE IMPROVEMENTS – PHASE 2 is approved, and the same is hereby
awarded to said bidder in the amount of $863,593.04.
SECTION 3.
The Purchasing Agent is hereby authorized to execute said contract on behalf of
Pueblo, a Municipal Corporation, and the City Clerk shall affix the seal of the City
thereto and attest the same.
SECTION 4.
In addition to the amount of the bid set forth, as aforementioned, an additional
amount as stipulated in this section is hereby established for contingencies and
additional work.
Contingencies and Additional Work . . . . .$129,500
SECTION 5.
Funds for said project shall be from Project Code CP1020.

ISSUE
Should City Council authorize the transfer of $170,000 from Project CP1102 – Parks
and Recreation Master Plan, to 12-019 (CP1020) Lake Minnequa Park and Open Space
Improvements – Phase 2, and award a construction contract for PROJECT NO. 12-019
(CP1020) LAKE MINNEQUA PARK AND OPEN SPACE IMPROVEMENTS - PHASE 2
to SABELL’S ENTERPRISES, LLLP?

Approval of this Resolution
BACKGROUND
The project site is located on the south side of Lake Minnequa, north of Pueblo Blvd.
between Mirror Ave. and Palmer Ave. These improvements will be constructed west of
the Phase 1 park and open space improvements which were completed in 2009.
This project will consist of the construction of earthwork, subsurface drain pipe, soft
surface trails / maintenance roads, gravel surfaced parking lot, irrigation system,
landscaping and other associated items.
FINANCIAL IMPACT
Funds for this project will be paid from Project No. CP1020. Additional funds are being
transferred via this Resolution in the amount of $170,000 from Project Code CP1102 –
Parks and Recreation Master Plan.
