A RESOLUTION AUTHORIZING THE TRANSFER OF $50,000
FROM THE COUNCIL CONTINGENCIES ACCOUNT IN THE 2012
GENERAL FUND BUDGET TO THE STATE OF COLORADO FOR
THE ABATEMENT AND DEMOLITION OF THE FORMER NAVAL
RESERVE FACILITY LOCATED AT NORTHERN AVENUE AND
ACERO STREET IN PUEBLO, COLORADO, AND AUTHORIZING
THE EXECUTION AND DELIVERY OF ALL OTHER DOCUMENTS
REQUIRED IN CONNECTION THEREWITH
BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1.
The transfer of $50,000 from the Council Contingencies Account in the 2012
General Fund budget for payment of any local share of the cost of abatement and
demolition of the former Naval Reserve Facility located at Northern Avenue and Acero
Street, Pueblo, Colorado (the "Project") is hereby approved and authorized.
SECTION 2.
Payment of the transferred funds for the Project shall be made to the State of
Colorado or a department thereof (the "State"), contingent and subject to the State
appropriating all other required funds therefor and commencing the abatement and
demolition on or before December 31, 2012.
SECTION 3.
The City Manager is authorized and directed to take all actions on behalf of the
City which may be reasonably required by the State to carry out, give effect to and
consummate the transfer of funds to the State for the Project.
SECTION 4.
This Resolution shall be effective immediately upon passage and approval.

ISSUE
Should the City Council approve a Resolution authorizing transfer of $50,000 from the
Council Contingencies Account in the 2012 General Fund Budget to the State of
Colorado for payment of any local share of the cost of abatement and demolition of the
former Naval Reserve Facility located at Northern Avenue and Acero Street?
RECOMMENDATION
Council Member Garcia recommends approval.
BACKGROUND
The Naval Reserve Building had been painted with lead-based paint containing
asbestos materials. This material is now flaking off the building, releasing asbestos-
containing materials into ambient air and creating a health hazard in the neighborhood.
Council Member Garcia has been informed that the Colorado General assembly may be
willing to abate and demolish the building if the City contributes $50,000 to the total
cost, which is estimated to be $450,000.
FINANCIAL IMPACT
$50,000 would be transferred from the Council Contingencies Account for the
abatement and demolition project.
