HomeMy WebLinkAbout08451ORDINANCE NO. 8451 AN ORDINANCE AMENDING THE FISCAL YEAR 2012 STAFFING ORDINANCE BY REALLOCATING POSITIONS WITHIN THE WASTEWATER DEPARTMENT WHEREAS, it is necessary to revise the allocation of positions in the Wastewater Department for the ultimate efficiency and functionality of the department. BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that: (brackets indicate matter being deleted, underscore indicates matter being added) SECTION 1. RECOMMENDATION Approval of this Ordinance. BACKGROUND The Wastewater Department requests to adjust the staffing allocation in the Collection Division and the Treatment Division. This proposal does not increase total staffing, but instead reallocates previously authorized positions to different classifications within the Wastewater Department as follows: Collection Division:  One (1) Wastewater Utility Worker IV position will be reallocated as a Utility Worker/Wastewater Utility Worker I/II/III position. Treatment Division:  One (1) Lab Analyst I position will be reallocated as a Lab Analyst position to conform to existing classification titles.  One (1) Lab Analyst I position will be reallocated as a Lab Analyst II position.  One (1) WWTP Maintenance Mechanic position will be reallocated as a Utility Worker/WRF Worker I/WRF Worker II position.  One (1) WWTP Maintenance Mechanic position will be reallocated as a Senior WWTP Maintenance Mechanic position.  The Chief WWTP Operator classification will be renamed as Wastewater Operator A. The purpose of this title change is to mitigate historical difficulties in recruiting wastewater operators with Class A certifications. The “Chief” nomenclature historically used in Pueblo denotes supervisory positions in other Colorado cities, making the salary appear very low and thereby discouraging applicants. This is a name change only, without modification of the duties of the classification. FINANCIAL IMPACT The financial impact to the Wastewater Department’s FY 2012 budget is an estimated annual salary decrease of approximately $10,727. Funds for salaries and benefits are from the Sewer User Fund.
