A RESOLUTION AUTHORIZING THE CITY OF PUEBLO
TO SUBMIT A GRANT APPLICATION FOR THE
FOUNTAIN CREEK WATERSHED TRAILS AND
RECREATION PROJECTS TO THE STATE BOARD OF
THE GREAT OUTDOORS COLORADO TRUST FUND AND
AUTHORIZING THE PRESIDENT OF THE CITY COUNCIL
TO EXECUTE SAME
WHEREAS, City Council supports and authorizes the City of Pueblo to submit a
grant application on behalf of the greater partnership between the City of Colorado
Springs, City of Fountain, El Paso County, Fountain Creek Watershed, Flood Control
and Greenway District (Project Partners) for the Fountain Creek Watershed Trails and
Recreation Projects for the purposes of furthering the vision of the State Parks
Department Front Range Trail Project, the Fountain Creek Crown Jewel Project, and
the Historic East Side Greenway Master Plan;
BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1:
The President of the City Council is hereby authorized to execute and deliver the
grant application for the Fountain Creek Corridor Trails and Recreation Projects on
behalf of the City of Pueblo and the Project Partners, to the State Board of the Great
Outdoors Colorado Trust Fund, and the City Clerk shall affix the seal of the City thereto
and attest same.
SECTION 2:
The grant application is requesting a total of $5.024 million dollars, for the entire
project area, from GOCO, over a three-year period between 2012 and 2015. The
matching funds from the City and Project Partners is $2.723 million dollars for the
projects.
SECTION 3:
The City of Pueblo is requesting $1.8 million dollars of GOCO funds and will
provide $1.2 million dollars in matching funds over the three year period between 2012
and 2014. The total project cost for the South Project Area is $3.0 million dollars.
SECTION 4:
A copy of the grant application is attached hereto and is on file at the City of
Pueblo’s Department of Planning and Community Development.

ISSUE
Should City Council agree to submit a grant application to the State Board of the Great
Outdoors Colorado Trust Fund (GOCO) to assist in funding the Fountain Creek
Watershed Trails and Recreation Projects?

Approval of the Resolution.
BACKGROUND
The City of Pueblo has partnered with the City of Colorado Springs, City of Fountain
and El Paso County in applying for a $5.024 million grant through the Great Outdoors
Colorado River Corridor Initiative, for the Fountain Creek Watershed Trails and
Recreation Projects. The proposed Projects will have significant statewide and regional
impact because they further the vision of the State Parks Department Front Range Trail
Project, the Fountain Creek Crown Jewel Project, and the Historic East Side Greenway
Master Plan. The Project is divided into three sections, Northern Project Area, Central
Project Area, and Southern Project Area. All Pueblo Projects are contained within the
Southern Project Area. The Northern and Central Projects include improvements to
existing portions of the Front Range Trail as well as adding approximately six miles of
new trail through Clear Springs Ranch, located along Fountain Creek and within El
Paso County. Other Projects proposed by the partners to the north include an
Environmental Playground within America the Beautiful Park and an expansion of the
Fountain Creek Nature Center.
The City of Pueblo is requesting $1.8 million, with a match of $1.2 million, for four
Projects that are located along the eastern bank of Fountain Creek. The proposed
Projects provide improvements to the Front Range Trail and direct access to the Creek.
All Projects were identified in the Historic East Side Greenway Master Plan and serve
as the first phase of Master Plan development. The Projects include Trail Construction

beginning at East 8 Street continuing south to East 1 Street, safety improvements to

the East 8 and East 4 Street bridge underpasses, a Creek Side Access and Activity
Area, and an Environmental Education component. Trail improvements include
thth
widening the trail from eight-feet to ten-feet and underpass improvements at 4 and 8
Streets including lighting and retaining walls to rid the area of hiding spots. The Access
and Activity Area is located west of El Centro between the existing Erie Avenue and
Fountain Creek. The activity area will consist of an interactive water feature and ADA
ramp/staircase that will lead down to the Creek. A wheel-park, playground, and plaza
are also planned as part of the activity and access area. Finally, the entire Project area
will contain interactive monuments and signage that contain detailed history of Fountain
Creek and information about the physical nature of the watershed.
FINANCIAL IMPACT
The GOCO Board will be awarding funding for Projects at their June 2012 meeting. If
the City and Project Partners receive the grant from GOCO, an Intergovernmental
Agreement must be approved addressing the responsibilities of each project partner for
implementation and funding of the proposed Projects.
Funds for Southern Projects will be budgeted and appropriated by the City before
entering into a grant contract. The City will make $1.2 million available during the term
of the grant between 2012 and 2014. The amount of $1 million is currently budgeted
and appropriated with project number CP1107, Wheel Park Facility. The remaining
$200,000 will need to be budgeted and appropriated between 2012 and 2014. The
following is a funding breakdown of the proposed Southern Project Area:
