HomeMy WebLinkAbout12298RESOLUTION NO. 12298 A RESOLUTION SUPPORTING THE FORMATION OF A COLORADO CREATIVE DISTRICT WITHIN THE CITY OF PUEBLO IN ORDER TO ENHANCE ECONOMIC DEVELOPMENT AND CREATIVE INDUSTRY EMPLOYMENT WHEREAS, in 2011 the Colorado Legislature passed HB11-1031, which encourages the formation of Colorado Creative Districts in communities, neighborhoods, or contiguous geographic areas; and WHEREAS, the City Council desires to promote arts and culture in the City of Pueblo through the facilitation of an environment, within the City, where artists are encouraged to live and work, thereby positively influencing the lives of Pueblo residents and visitors, and enhancing the City’s economy through the co-location of arts and creative businesses; BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that: SECTION 1. City Council recognizes that arts and culture-related businesses and organizations add to the economic diversity of the City and are critical to the City’s future economic success. SECTION 2. The formation of a Colorado Creative District enhances the lives of City residents and visitors and positively impacts the City’s economy by focusing on co-locating arts and culture-related businesses and organizations within a defined area of the City that generates additional jobs and revenue within the City. SECTION 3. The location of arts and culture-related businesses and organizations within a Creative District encourages the growth of creative industries, as well as complementary businesses, stimulating an increase in the overall economic activity and more effectively promotes the common interests within the District and other neighboring areas. SECTION 4. City Council hereby supports and endorses the formation of a Colorado Creative District within the City of Pueblo in accordance with the provisions of HB11-1031. PACHECO, DIRECTOR TITLE A RESOLUTION SUPPORTING THE FORMATION OF A COLORADO CREATIVE DISTRICT WITHIN THE CITY OF PUEBLO IN ORDER TO ENHANCE ECONOMIC DEVELOPMENT AND CREATIVE INDUSTRY EMPLOYMENT ISSUE Should City Council support the formation of a Creative Arts District in the City of Pueblo in order to encourage a live and work environment for artists and enhance the City’s economy through the co-location of arts and creative businesses? RECOMMENDATION Approve the Resolution. BACKGROUND In 2010, Colorado Creative Industries (CCI) was established within the State of Colorado’s Office of Economic Development and International Trade to capitalize on the immense potential for the creative sector and to drive economic growth in Colorado. According to CCI, the creative sector comprises the state’s fifth largest employment cluster with approximately 8,000 creative businesses and 186,000 jobs. Because of this, the Colorado Legislature passed HB11-1031 in 2011, which encourages the formation of Creative Districts in communities, neighborhoods, or contiguous geographic areas for the purpose of attracting creative entrepreneurs and artists to a community. Creative Districts are also intended to create a hub of economic activity, thereby enhancing the area as an appealing place to live, visit, and conduct business, as well as create new economic activity while beautifying the community. This Resolution recognizes and supports the co-location of arts and culture related businesses and organizations, within a centralized district, to facilitate the growth of creative industries and complementary businesses, inside the core of the City, thereby stimulating an increase in the overall economic activity of the City. Arts and culture- related businesses and organizations add to the diversity of the City’s economy and have been advocated in three planning documents approved by the City. These documents include the “Framework, Central Pueblo Plan,” “The Soul of Pueblo,” and the “Pueblo Regional Development Plan.” All documents cite the promotion of the arts in a centralized area as a tool for revitalization and economic enhancement. The Pueblo Arts Community will be submitting an application at the end of January to Colorado Creative Industries requesting a State of Colorado Creative District designation within downtown Pueblo. FINANCIAL IMPACT A Resolution supporting the formation of a Creative District within downtown Pueblo will not result in any financial outlay by the City. Should the district be formally established, it is assumed that it will have a positive financial impact on the City.
