ORDINANCE NO 3738
AN ORDINANCE AMENDING CHAPTERS 2 AND 4, TITLE XVII,
ZONING, OF THE 1971 CODE OF ORDINANCES CONCERNING A
NEW ZONING DISTRICT, R -8, FOR THE PURPOSE OF ALLOW-
ING MOBILE HOMES TO BE PLACED UPON INDIVIDUALLY OWNED
LOTS
BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, COLORADO, that
(Brackets indicate material to be deleted by this amendment, underscoring
indicates new material added )
SECTION 1
Subsection (16) of Section 1 of Chapter 2 of Title XVII of the
1971 Code of Ordinances, is hereby amended to read as follows
(16) Dwelling Unit One room, or rooms, connected together,
constituting a separate, independent housekeeping es-
tablishment for owner occupancy, or rental or lease on
a weekly, monthly or longer basis, and physically separa-
ted from other rooms or dwelling units which may be in
the same structure, and containing independent cooking
and sleeping facilities
(16) Dwelling Unit - The term "dwelling unit" means one (1)
room, or rooms, adjacent to each other within a perman-
ent shelter that constitutes a separate independent
housekeeping unit designed for occupancy by one (1)
family for living purposes An independent housekeep-
ing unit includes kitchen, sanitary and sleeping facili-
ties
SECTION 2
Subsection (33) of Section 1 of Chapter 2 of Title XVII of the 1971
Code of Ordinances is hereby amended to read as follows
(33) Mobile Home. Any vehicle used or maintained for use
as a conveyance upon highways or public streets or water-
ways, so designed and so constructed as to permit occu-
pancy thereof as a dwelling unit or sleeping place for
one or more persons or for commercial use, having no
other foundation than wheels or jacks.

(33) Mobile Home The term "mobile home" means a detached,
single - family dwelling unit with all the following
characteristics
(a) designed for a long -term occupancy and containing
sleeping accommodation, a flush toilet, a tub or shower
bath., and. kitchen facilities, and has .plumbing and elec-
trical connections provided for attachment to outside
systems, (b) designed to be transported. after fabrica-
tion,. on,its own wheels, on flatbed, other trailers or
detachable. wheels, (c) arrives at the site where it is
to be occupied as a complete dwelling and is ready for
occupancy except for minor and incidental unpacking and
assembly operations, location on foundation supports or
jacks, underpinned, connections to utilities.and the like,
(d)exceeding.either eight (8) feet in width or thirty -
two ,(32). feet in length, excluding towing gear and bumpers,
and (e) is without motive power.
SECTION 3
Subsection (34) of Section 1 of Chapter 2 of Title XVII of the. 1971
Code of Ordinances is hereby amended to read as follows
34. Mobile :home
( ) ,park Aii area of at least five acres, not
bisected by a public way, designed and improved as a site
for ten or more mobile homes and related driveways, land-
soaping, parking areas, recreational facilities and other
amenities
x (34) Mobile home park. An.area under single ownership of at
least five (5) acres of land which has been so designated
and improved that it contains two (2) or more mobile home,
or travel trailer spaces available to the general public
for the placement thereon of mobile homes or travel trailers
for occupancy.
SECTION 4
Section 1 of Chapter 2 of Title XVII of the 19.71 Code of Ordinances be
amended by adding, a new Subsection (34 1) as follows

(34 1) Mobile Home Subdivision - The term "mobile home sub-
division" : means a tract of land ten (10) acres or more,
which has. been designed and improved. in its entirety in
accordance with the City of Pueblo Subdivision Regulations
and this Zoning Ordinance where mobile homes can be lo-
cated on individually platted and owned lots for dwelling
purposes
SECTION 5
Subsection (64) of Section 1 of Chapter 2 of Title XVII of the 1971
Code of Ordinances is hereby amended to read as follows
(64) Travel trailer A vehicular, portable structure built on
a chassis, designed to be used as a temporary dwelling for
travel and recreation purposes having a body width not
exceeding eight (8) feet
04) Travel trailers - The term "travel trailers" are those tem-
porary portable housing units, on- wheels, that are eight (8)
feet or less in width and thirty- two,. {3:2) feet or less in
length, excluding towing gear and bumpers, which are designed
for short -term occupancy while being.us;ed for travel, rec-
reation and vacation

Section 2 of Chapter 4 'of Title XVII of the 1971 Code of Ordinances

SECTION 7.
The title of Section 4 -of Chapter 4 of Title XVII of the 1971 Code of
Ordinances be amended to read as follows
17 -4 -4 SCHEDULE OF DISTRICT REGULATIONS (PART III, MULTIPLE
RESIDENTIAL)
1774 -4 SCHEDULE OF DISTRICT REGULATIONS (PART III, MULTIPLE
RESIDENTIAL AND MOBILE HOMES)
SECTION 8.
Section 4 of Chapter 4 of Title XVII of the 1971 Code of Ordinances
be amended by adding a new Subsection (e) as follows
(e) R -8 District
No more than one mobile home shall.be permitted on each
platted lot.
Each mobile home in a mobile home subdivision shall have
a minimum box width of twelve (12) feet and a minimum box
size of six hundred and fifty (650) square feet Box size
is the exterior width and length of the.unit exclusive of
bumpers, towing apparatus and other exterior attachments not
functioning as part of the residential unit
Each mobile home in a mobile home subdivision shall com-
ply with Colorado State Housing Board's State Factory Built
Housing Construction Code, more commonly known as the ANSI
Standard.A119.1 and C.S H.B revisions and amendments thereto
Accessory buildings and structures to a mobile home in a
mobile home subdivision are limited to garages, awnings, ca-
banas, ramadas, storage structures,. carports, fences, wind-
breaks and.porches All accessory buildings and structures
shall conform to the Building Codes of the City of Pueblo
and Section 1.7 74 -23 of this Code Accessory buildings or
structures not adequately covered by either the Building Code
or Section 17 -4 -23 shall be subject to the provisions of NFPA
No 501A 1972, STANDARD FOR MOBILE HOME PARKS, Appendix B
"Mobile Home Accessory Buildings and Structures." The
height of any accessory building or structure may not excede
twelve (12). feet The roof slope and exterior materials of
all accessory buildings and structures.shall be.compatible, with
the mobile home

Storage is not permitted beneath the mobile home, except
when located upon a basement All basements shall be approved
by the Inspection Division Storage shall be permitted only
in accessory buildings, common areas so designated or approved
basements
All mobile homes in a mobile home subdivision shall have
their wheels, axles and removable towing apparatus removed
and be secured to a permanent foundation. Methods of securing
and foundation designs shall be approved by the Department of
Public Works -- Inspection Division
All mobile homes, including towing apparatus, in a mobile
home subdivision shall be skirted with an impervious material
which is compatible with the mobile home exterior and impedes
the passage of wind beneath the mobile home. A removable parti-
tion or section at least eighteen (18) inches by thirty -six (36)
inches shall be so located in the skirting as to provide con-
venient access beneath the mobile home for the inspection and
repair of utilities Air vents shall be, provided in the skirt-
ing of such type, number and location as approved by the Dept
of Public Works -- Inspection Division
SECTION 9.
Section 51 of Chapter 4 of Title XVII of the 1971 Code of Ordinances
be amended by the addition of a new subsection as follows
(9.1) MOBILE HOME RESIDENTIAL DISTRICT (R -8)
(a) Purpose The standards of this district (R -8) are designed
to retain and provide areas of medium density for single -
family mobile homes located on individually owned lots
(b) Uses by right
(1) Mobile home, one - family
(2) Accessory buildings and structures as permitted in
the district.
(c) Uses by review.
(1) Church and religious buildings
(2) Recreation facilities, private
(3) Utilities as outlined in Section 17 -4 -30
(4) Home occupations

This Ordinance shall become effective immediately upon final passage
and approval
