ISSUE Should City Council approve a contract amendment between the City of Pueblo and Stanley Consultants, LLC? RECOMMENDATION Approval of the Resolution BACKGROUND The original contract agreement, approved April 25, 2010, for the Downtown Pedestrian and Traffic Master Plan only awarded the first three phases of the entire project. The attached contract amendment allows the Consultant to proceed with the Draft and Final Master Plan and associated additional work. FINANCIAL IMPACT Project funds are currently budgeted and appropriate in projects TP1025, PL0907 and AREE07. There is no additional financial impact to the City. AMENDMENT NO. 1 TO AGREEMENT FOR PROFESSIONAL SERVICES THIS AMENDMENT NO. 1 TO AGREEMENT FOR PROFESSIONAL SERVICES for Project No. 11 -005 (PL0907 / AREE07) Downtown Pedestrian & Traffic Master Plan is made and entered into this 14th day of November, 2011 by and between the City of Pueblo, a Municipal Corporation (hereinafter referred to as "Client ") and Stanley Consultants, Inc. (hereinafter referred to as "Contractor "). WHEREAS, Contractor and Client have heretofore entered into an Agreement dated April 25, 2010 (hereinafter "the Agreement ") wherein Contractor agreed to render certain professional planning and technical services in accordance with the terms of that Agreement; and NOW, THEREFORE, in consideration of the foregoing and the mutual terms and conditions set forth herein, the parties agree as follows: 1. The Agreement is amended by adding Task 4 - Draft Master Plan, Task 5 - Final Master Plan and any additional work as described in the attached "Pueblo Downtown Pedestrian and Traffic Master Plan Scope of Services. 2. Compensation payable to Consultant, as set forth in Section 3(a) for the Agreement is increase by $34,225 computed as set forth in Schedule 2 to the Agreement. 3. Except as expressly modified by this Amendment No. 1, the Agreement shall remain in full force and effect. Except as expressly modified, any obligations remaining to be performed under the original Agreement by either party, are not waived or excused in any manner, but shall be fully performed in accordance with the terms and conditions of the Agreement as it existed prior to this Amendment No. 1. Stanley Consultants, LLC B i I �, y - -� Name: Title: logo c �VIC.I 9'4- ATTEST: CITY OF PUEBLO By lip City rk Council residen Pueblo Downtown Pedestrian and Traffic Master Plan Scope of Services Task 1- Project Start -Up /Analysis The goal of this task is to quickly gather all relevant project information, review past efforts, identify stakeholder needs and establish overall project goals and milestones for use in completing the project successfully. 1.1 Data Collection and Base Compilation The Consultant will gather and review all relevant project data that may impact the project outcome. This will include aerial photography, utility layouts, traffic data, and other mapping data, current and previous planning studies, relevant City codes, ordinances and design standards. Base data for the project will utilize existing aerial photography, City GIS and CAD data. This level of detail will be sufficient to evaluate circulation, provide conceptual designs and order -of- magnitude costs for the study area. 1.2 Kick - Off Workshop /Steering Committee Meeting #1 The Consultant will create a Steering Committee comprised of City staff from various departments and other appropriate stakeholders as identified by the City. Specific issues and concerns for each committee member and their representative department or interest group will be documented. This task is assumed to encompass one day with a half day each to meet with City staff and stakeholders. The Consultant will meet with City staff to: • Review the project goals and objectives • Review relevant past planning efforts • Discuss public outreach process • Discuss review and approval processes • Outline project roles, responsibilities, communication protocols, schedule and expectations. • Discuss applicable design criteria and codes • Review other proposed improvement projects that may impact the design or mobility patterns • Discuss maintenance procedures and their impacts on design concepts The Consultant will meet with stakeholders to: • Discuss general issues, concerns and project expectations • Identify current perceived problems with vehicular /pedestrian access, signage + wayfinding, parking • Discuss site specific infrastructure, safety or design issues • Identify specific issues which need to be addressed by this project • Discuss business owner potential plans for improvements and renovations. • Identify operational, maintenance and delivery concerns 1.3 Site Visit /Photo Inventory and Observation The day following the kick -off workshop the Consultant will conduct a preliminary site visit with City staff to review specific site opportunities and constraints, points of interest and related adjacent districts and corridors. Any items that need to remain intact in the final design will also be discussed. Existing pedestrian and vehicular circulation will be documented. The Consultant will also visit other successful /unsuccessful projects in Pueblo to utilize lessons learned on these projects. These may include roadway designs, traffic calming devices, paving materials, lighting, parking solutions, sustainable design elements, landscape, artistic details, pedestrian connectivity and signage. The Consultant will complete a photo inventory of the study area. Photos will be used to guide the public outreach and design process. Stanley Consultants, Inc. 14 April 2011 1 Inventory plans will be created to indicate major destinations, circulation, redevelopment opportunities, and other items that will impact the final design. Specific opportunity or improvement areas will be noted on the plan. An inventory of existing pedestrian facilities (sidewalks) within the study area will also be completed. It is assumed that formalized traffic counts at key intersections will be completed by the City during peak hour traffic conditions. These traffic counts will be used to evaluate existing intersection operational characteristics, levels of service and the overall circulation of traffic. Traffic characteristics will also be documented and compared to the desired design vehicle(s) within the study area. Vehicle turning movements must be accounted for with any recommended streetscape enhancements. The Consultant will work with stakeholders to identify key pedestrian activity centers, retail, and cultural destinations that pedestrians could walk or bicycle to. Identification of these "activity centers" will be overlaid with the existing pedestrian network to determine discontinuity and opportunities. 1.4 Draft Goals and Objectives Based on meetings to date with the City and stakeholders, the Consultant will craft a unique set of goals for this project. Goals will be related to the project process, design solution, technical solutions, built result or public process. Inventories and findings to date, along with project goals and objectives will be provided to the City for review. These will prioritize tasks and deliverables for the remainder of the project, for example; pedestrian streetscape amenities may be a priority for one street, while technical /traffic issues may be more critical for other streets. 1.5 Opportunities and Constraints Plan Based on established goals and objectives, the plan will document barriers and challenges through project completion. The plan will also identify potential opportunities for additional improvements as part of this or future projects, ie: surface /structured parking sites. 1.6 Public Meeting #1 Issues and Concerns The meeting will be held as a public presentation /open house format, with a brief presentation followed by a question and answer period. The goal of the first meeting is to inform the public about the overall project scope, process and schedule and to listen to public concerns and issues they may have with the project. Attendees will be given an opportunity to provide comments on goals, photo inventories and site analysis conducted in previous tasks. Surveys or questionnaires will be used to solicit input at the meeting and afterward through the City website. Questions will be designed to solicit specific, useful input that will guide project decisions. A summary of comments and discussions will be provided to City staff for review and use on the website. Deliverables: Project Start The goal of the study's deliverables is to create a collateral package for use in gaining support, enthusiasm and funding for future street improvements. Deliverables will be compiled into one final document, detailing the complete project process and result. A combination of text and graphics will be used to illustrate project findings, concepts, costs and designs. When complete, the project will result in an overall vision for the study area, and detailed conceptual designs for key project areas. The final product will be a comprehensive electronic and 11x17 illustrative document that will guide future improvements. Public outreach and stakeholder comments will be included as an appendix in the final study document. Meeting minutes will be provided for all staff review meetings and workshops. All presentation graphics and text will be formatted at full size for presentations and as an 11x17 bound report. Deliverables will include: • Detailed project schedule • Project team /stakeholder contact list • Written summary of stakeholder comments • Written /graphic precedent site visit summaries • Existing conditions site inventory • Graphic depicting current operational characteristics of the intersections within the study area • Written project goals • Public Meeting presentation graphics and comment summaries Stanley Consultants, Inc. 14 April 201 I 2 Task 2- Traffic Analysis In addition to focusing on pedestrian, bicycle and vehicular mobility as identified in the RFP, the Consultant will evaluate the study area within the Downtown context. 2.1 Pedestrian /Bicycle Mobility Pedestrian volume counts will be observed at key locations within the study area to gain a feel for the amount of pedestrians walking or bicycling to, from, and within the downtown area. Due to the relatively small amount of pedestrian and bicyclist currently commuting within the downtown area, actual pedestrian / bicyclist counts will not be taken. The Consultant will formally identify the existing pedestrian network. An inventory of sidewalks, curb ramps, paths, and trails currently existing within and adjacent to the project study area will be evaluated. Opportunities of accessing the existing regional trails will be included as a part of this evaluation. The intent of this task is to determine what network currently exists, and how to build upon the existing network for additional pedestrian connectivity. Alleyways as a means of access /enhancement will also be explored. We will work with the City to complete a pedestrian movement survey for this project. Critical components of the evaluation will include: • An inventory of existing pedestrian facilities (sidewalks, ramps, etc.) within the study area. • Identification of connection opportunities to "regional" ped /bicycle facilities. The City has identified 4th Street as being a barrier for pedestrians and bicyclists. The consultant will use the updated pedestrian and vehicle counts within the corridor to analyze and improve multi -modal travel within the study area. The following efforts will be performed • Analyze pedestrian and bicycle patterns • Evaluate timing of traffic signals for pedestrian movements. We will analyze all of the signals on 4th street to see if we can improve pedestrian crossing through signal timing. • Model the main corridor within VISSIM which allows us to model multi -model traffic. Currently we are anticipating this corridor to include 1st Street to 8th Street between West Street and Santa Fe Avenue, with the extension of Grand Ave, Court St., and Main St. south to the Riverwalk. • Evaluate the remaining study area for connectivity and preferred routes for pedestrians and bicyclists. 2.2 Flow Analysis Proposals to modify existing on- street parking configurations will be identified. Barriers to circulation which need enhancements to function safely and efficiently, and existing corridors which are currently underutilized - will be identified. A current and design year level of service analysis at the key intersections will be completed and used to establish an existing "baseline" level of vehicular flow. Potential modifications to the surface street system including conversion of one -way streets to two -way (or vice - versa) will be evaluated as alternatives for improving overall vehicular flow. Existing traffic counts from previously completed studies in the downtown area will be used to augment the traffic counts currently being performed by the City. This evaluation will focus on the existing traffic flow characteristics of Downtown Pueblo and provide recommendations for improvements necessary to meet the overall project goals. The transportation system recommended improvements will focus on context sensitive solutions to address all modes of travel and incorporate aesthetics as an integral part of the final solution. Key components associated with the traffic flow evaluation: Effective traffic flow evaluation involves a comprehensive look at both the vehicular and non - motorized (bicycles / pedestrians) traffic for the study area. Our focus for this evaluation emphasizes strong communication with local stakeholders and the City prior to initiating the study. This communication avoids pitfalls of repeating previously completed work. The design team will: • Discuss existing traffic flow issues • Review previously completed traffic analysis and traffic counts • Identify specific goals, issues + concerns related to the traffic circulation Stanley Consultants, Inc. 14 April 2011 3 Traffic Counts. In a downtown area such as this, the level of service at key intersections generally governs the overall effectiveness of the street system with respect to traffic flow and circulation. Pueblo is fortunate in that the current downtown grid has excess capacity which will allow for flexibility with respect to modifications. Much of the traffic analysis will be centered on 4th Street which has the highest traffic volumes within the study area. Traffic Characteristics. Vehicular types will be identified during the survey period to determine the project "control" vehicle. Not all "design vehicles" can fit in a downtown environment, so understanding the traffic characteristics is critical in developing effective traffic calming and aesthetic streetscape elements that also meet the physical turning requirements of these vehicles. Parking Inventory. A summary of the existing parking in the downtown study limits will be completed as a part of the downtown facilities inventory. Approximate number of spaces (both occupied and unoccupied) will be counted during the inventory period to further assist in the traffic circulation evaluation. Traffic Flow and Circulation Report. A report discussing the findings of the traffic / pedestrian flow and circulation will be completed and submitted to the City. The report will summarize the existing conditions and include preliminary recommendations for corridor wide improvements in conjunction with initial streetscape design improvements alternatives. Critical items that the report is anticipated to discuss include: • Summaries of existing traffic flow and overall effectiveness of the downtown area traffic circulation • Summaries of pedestrian movements • Issues and areas of concerns identified through discussions with stakeholders • Regional connection opportunities to existing / proposed pedestrian corridors • Recommended modifications to the 4th Street corridor and the downtown area to improve traffic flow, circulation, and walkability. • Identification of traffic calming measures specifically applicable to Downtown Pueblo • Parking modification recommendations 2.5 Submittal /Conference Call Review Draft deliverables will be provided to the City for review. The design team will conference with staff to review any changes prior to starting the concept alternatives task. Deliverables: Traffic Analysis Traffic Report including the following: • Existing network level of service (LOS) • Future traffic volumes • Future network LOS for each alternative • Issue identification and recommendations • Pedestrian /Bicycle Mobility Analysis and Map • Traffic Flow and Circulation maps • Parking Inventory map Task 3- Concept Alternatives Building on all the findings and discussions in the previous tasks, a consolidated vision for the study area will be created. Drawings will be completed at various levels of detail to convey overall connectivity, design concepts and details. This task will utilize a combination of photos, text, illustrative plans and sketches to communicate the proposed improvements. Photos and sketches will be used to illustrate colors, patterns, and general materials for design elements. Cost estimating will begin in this task to ensure that proposed elements being presented are feasible and fundable. 3.1 Context Plan Stanley Consultants, Inc. 14 April 2011 4 Identifies items outside the study area such as, overall vehicular and pedestrian circulation, destination nodes, barriers, corridors, redevelopment opportunities, proposed projects, districts /special use areas. The plan will generally locate potential enhancements or improvements such as mid -block crossings, alley pass - throughs or pedestrian signals. 3.3 Wayfinding Plan The design team will review current wayfinding plans created to date and provide review on design, sizing and placement for all sign types. The design team will provide additional recommendations for locations of pedestrian wayfinding signage based on proposed traffic modifications and streetscape improvements. 3.4 Concept Design Alternatives — Roadway Configurations Proposed changes to roadways including travel direction, lane configurations and parking will be illustrated in plan and section view. 3.5 Specific Area /Typical Plans Enlarged concept plans will be developed for the following areas. Plans will illustrate proposed hardscape, landscape and special design elements such as signage, walls or structures. It is assumed that the project will utilize existing downtown streetscape design standards. Standards will be overlaid on proposed sidewalk /roadway configurations to determine potential needed modification of any standards. If appropriate, conceptual typical plans will be utilized to convey the essence of the design concept as it may be applied to multiple streets. The plans will be used to gain public and stakeholder understanding and feedback on proposed improvements and be used to generate preliminary cost estimates. The plans will illustrate: • paving finishes • site furnishing locations • curb /roadway modifications, bulb -outs, mid block crossings, etc. • landscape enhancements Anticipated areas for plans include: • 1 - 25 gateway sites • 4th Street, 5th + 6th Street couplets • Main Street from i st to 4th • Court Street from 1S, to 4 • Grand Ave from 1St to 4 • 2n Street from Main to Grand • 3r Street from Main to Grand 3.6 Preliminary Cost Estimate The cost estimate will include all elements of proposed development, demolition or upgrades. The estimate will be used to guide decisions in the final design task and assist in evaluating potential project fund raising. Costs will be determined on a square -foot, linear -foot or block basis. The estimate will be broken down into sub -areas and a cost matrix of potential improvements will be developed. Rough cost estimates will be applied to utility improvements and storm drainage based on existing and proposed improvement information. Soft costs such as final design, acquisitions, encroachments, environmental compliance, permitting fees and construction management will also be included in the estimate. 3.7 Submittal /Review Meeting Draft deliverables will be provided to the City for review. The Consultant will meet with staff to review preliminary design deliverables. Any changes will be completed prior to public meeting #2. 3.8 Public Meeting #2 — Concept Alternatives Preliminary designs will be presented to the public in a combined presentation /open house format. Attendees will have the opportunity to comment on designs and express and issues or concerns with the proposed plans. 3.9 Review Meeting /Steering Committee Workshop #2 — Conference CaII Stanley Consultants, Inc. 14 April 201 1 5 The Consultant will conference with City staff /stakeholders to review designs, public input received to date, and develop a refined direction for Draft Design. 3.10 Stakeholder /Business Owner Meetings — City Led The Consultant will provide the City with support documentation to review designs, public input received to date, and develop a refined direction for Draft Design. 3.11 Agency Coordination The design team will coordinate any proposed changes that impact other regulatory agencies outside the City of Pueblo, ie: CDOT, utilities. Any correspondence and meetings will be coordinated with City staff. Deliverables: Concept Alternatives • Context Plan • Wayfinding Plan • Concept Design Alternatives — roadway and streetscape • Specific Area /Typical Plans • Preliminary Cost Estimate • Public Meeting Presentation Graphics • Parking and Circulation Plan Task 4 -Draft Master Plan Based on input received during Task 3.0, plans and designs will be refined to reflect preferred configurations. 4.1 Context Plan Plan will be updated and revised. 4.2 Wayfinding Plan Plan will be updated and revised. 4.3 Parking + Circulation Plan Plan will be updated and revised. 4.4 Phasing Plan A conceptual phasing plan will be developed based on logistical progression of stand -alone projects. The plan will identify projects for future potential capital project budgeting. 4.5 Roadway Configurations Preferred roadway travel directions, bike lanes and vehicle lane configurations will be illustrated in plan and section view. 4.6 Specific Area /Typical Plans Enlarged concept plans will be revised to reflect preferred designs and roadway configurations. 4.7 Cost Estimate The preliminary cost estimate will be revised to reflect any changes in design and provide additional level of detail for improvements. The estimate will include unit costs for all proposed project improvements. 4.8 Submittal /Conference CaII Review Draft deliverables will be provided to the City for review. The team will conference with staff to review preliminary design deliverables. Any changes will be completed prior to public meeting #3. 4.9 Public Meeting #3 — Draft Master Plan Stanley Consultants, Inc. 14 April 2011 6 Final presentation to the general public and downtown stakeholders. Final designs will be presented. Attendees will have the opportunity to express final comments on the designs and study findings. City staff will present final plans to the Urban Renewal Board, Planning Commission and Transportation Advisory Committee. 4.10 Review Meeting /Steering Committee Workshop #3 — Conference Call The Consultant will conference with staff /stakeholders to discuss any final revisions for the designs. 4.11 Stakeholder /Business Owner Meetings — City Led The Consultant will provide the City with support documentation to review designs, public input received to date, and develop a refined direction for Final Design. Deliverables: Final Master Plan Consolidated Final Master Plan report document: • Hard copies: 10 — 11x17 format color Final Master Plan reports. • Electronic files: .pdf file of complete Final Master Plan report, .xls of cost estimates, electronic modeling and timing files, .pdf or .jpg of graphic rendering files, .dwg of any AutoCAD files. ADDITIONAL SERVICES: The following services can be added to the above tasks if requested by the City: 1. Additional Public Meetings — including preparation time and meeting attendance. Assumes attendance by one Stanley Consultants staff member. $ 1,250 per each meeting. 2. 3D VISSIM Modeling — The work involved in the preparation of a driver -view 3 -D model for 4th Street through the study area is estimated at: 40 modeler hours — $3,400, 20 Project Manager hours — $3,100. $6,500 total for 3D modeling. 3. Additional Staff meetings /conference calls — assumes one Stanley Consultants and one JUB staff person attendance. $550 per each 2 -hour time block. 4. Additional hard copies of Final Master Plan report — at actual reproduction cost. Assume $150 per document to include printing, binding, cover and backing. Stanley Consultants, Inc. 14 April 2011 8
