A RESOLUTION APPROVING A REQUEST AND APPLICATION
BY THE CITY OF PUEBLO, A MUNICIPAL CORPORATION,
FOR GRANT ASSISTANCE THROUGH THE SPECIAL
HIGHWAY COMMITTEE, A COMMITTEE OF THE COLORADO
MUNICIPAL LEAGUE, IN THE FORM OF A FEDERAL BRIDGE
REPLACEMENT GRANT, FOR THE PURPOSE OF REPLACING

THE WEST 11 STREET BRIDGE (PUE11TH-0.2-ADE) (OVER
WILDHORSE CREEK) AND AUTHORIZING THE PRESIDENT
OF THE CITY COUNCIL TO EXECUTE THE APPLICATION
WHEREAS, the Special Highway Committee, a committee of the Colorado Municipal
League, is accepting applications for federal bridge replacement grant funds for the
rehabilitation and/or replacement of municipal bridges, and;

WHEREAS, the West 11 Street Bridge has been identified as being structurally
deficient and in need of replacement and is eligible for the aforementioned grant funds and is
currently in the design and approval process; NOW THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1.
The City Council of the City of Pueblo, as the duly authorized governing body of the City
of Pueblo as the grant Applicant, hereby formally requests assistance through the Special
Highway Committee in the form of a federal bridge replacement grant. The City of Pueblo
states that such grant shall be used solely for bridge replacement purposes and all necessary
incidental costs, and as generally described in the application.
SECTION 2.
There is adequate funding to support the anticipated 20% local agency match
requirement using funds the City receives through the FASTER allotment.
SECTION 3.
The President of the City Council is hereby authorized to execute the application on
behalf of Pueblo, a Municipal Corporation, and the City Clerk shall affix the seal of the City
thereto and attest the same.

RECOMMENDATION
Approval of this Resolution.
BACKGROUND

The West 11 Street Bridge is recognized as structurally deficient and is currently load
restricted to 19 tons GVW. This bridge will serve as an important link to the future Downtown
Connector in the 2035 Long Range Transportation Plan. URS Corporation, an engineering
consulting firm, is working on the design and approval process. The Special Highway
Committee, a joint committee of the CML and Colorado Counties, Inc. is accepting applications
for federal bridge funds for rehabilitation or replacement of substandard bridges, for which this
bridge is eligible.
FINANCIAL IMPACT
In 2007, the City received notification of an initial grant for this bridge, but because of financial
constraints, the City was unable to proceed with the consultant selection and design until the
FASTER funding program was approved. Partially due to the delay of constructing the bridge
and partially due to the lengthened bridge structure all costs associated with the project have
increased significantly.
If awarded, the grant will cover almost 80% of the project costs necessary to replace the bridge.
The remaining 20% must be funded by the City. The total estimated project cost is $6,262,221
and the current estimated project shortfall and grant request amount is $2,437,221, The City’s
match of this additional grant request would be $487,445 that would come from the City’s
FASTER monies.
