HomeMy WebLinkAbout12248SUBSTITUTED COPY OCTOBER 24, 2011 RESOLUTION NO. 12248 A RESOLUTION TRANSFERRING $218,000 FROM PROJECT HF1101 – PUEBLO MOTORSPORTS PARK BLEACHERS AND $50,000 FROM PROJECT HF1102 – PUEBLO MOTORSPORTS PARK ENTRY ROAD IMPROVEMENTS TO PROJECT HF1001 – PUEBLO MOTORSPORTS PARK REPAVING, AND AWARDING A CONSTRUCTION CONTRACT IN THE AMOUNT OF $491,574.99 TO ROCKY MOUNTAIN MATERIALS & ASPHALT, INC., AND SETTING FORTH $50,000 FOR CONTINGENCIES AND ADDITIONAL WORK, FOR PROJECT NO. 11-084 PUEBLO MOTORSPORTS PARK RACE TRACK ASPHALT RESURFACING AND AUTHORIZING THE PURCHASING AGENT TO EXECUTE THE SAME WHEREAS, proposals for PROJECT NO. 11-084 PUEBLO MOTORSPORTS PARK RACE TRACK ASPHALT RESURFACING have been received and examined, and; WHEREAS, the proposal of Rocky Mountain Materials & Asphalt, Inc. of Colorado Springs, Colorado, was the lowest of those bids determined to be responsible; WHEREAS, additional funds are necessary to execute said project via transfer from project HF1101 – Pueblo Motorsports Park Bleachers and project HF1102 – Pueblo Motorsports Entry Road Improvements; BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that: SECTION 1. Transfer funds is authorized in the amount of $218,000 from Project Code HF1101 – Pueblo Motorsports Park Bleachers and $50,000 from Project Code HF1102 – Pueblo Motorsports Park Entry Road Improvements to Project Code HF1001 – Pueblo Motorsports Park Repaving. SECTION 2. A contract for PROJECT NO. 11-084 PUEBLO MOTORSPORTS PARK RACE TRACK ASPHALT RESURFACING is hereby awarded to said bidder in the amount of $491,574.99. SECTION 3. The Purchasing Agent is hereby authorized to execute said contract on behalf of Pueblo, a Municipal Corporation, and the City Clerk shall affix the seal of the City thereto and attest the same. SECTION 4. In addition to the amount of the bid set forth, as aforementioned, an additional amount as stipulated in this section is hereby established for contingencies and additional work. PARKS & RECREATION DEPARTMENT DIRECTOR – CREIGHTON WRIGHT TITLE A RESOLUTION TRANSFERRING $218,000 FROM PROJECT HF1101 – PUEBLO MOTORSPORTS PARK BLEACHERS AND $50,000 FROM PROJECT HF1102 – PUEBLO MOTORSPORTS PARK ENTRY ROAD IMPROVEMENTS TO PROJECT HF1001 – PUEBLO MOTORSPORTS PARK REPAVING, AND AWARDING A CONSTRUCTION CONTRACT IN THE AMOUNT OF $491,574.99 TO ROCKY MOUNTAIN MATERIALS & ASPHALT, INC., AND SETTING FORTH $50,000 FOR CONTINGENCIES AND ADDITIONAL WORK, FOR PROJECT NO. 11-084 PUEBLO MOTORSPORTS PARK RACE TRACK ASPHALT RESURFACING AND AUTHORIZING THE PURCHASING AGENT TO EXECUTE THE SAME ISSUE Should City Council authorize a transfer of $218,000 from Project HF1101 – Pueblo Motorsports Park Bleachers and $50,000 from Project HF1102 – Pueblo Motorsports Park Entry Road Improvements to Project HF1001 – Pueblo Motorsports Repaving, and award a construction contract for the PUEBLO MOTORSPORTS PARK RACE TRACK ASPHALT RESURFACING to Rocky Mountain Materials & Asphalt, Inc., for $491,574.99? RECOMMENDATION Approval of this Resolution. BACKGROUND This project will resurface the Motorsports Park race track with a 1 ½ inch thick asphalt overlay. The scope of work consists of resurfacing the ¼ mile drag strip starting at the end of the newly constructed concrete start / launch pads and continuing to turn 1 of the motor course race track. The entire motor course race track will also be resurfaced from turn 1 through turn 10 and connecting to the above-mentioned start / launch pads. Drainage and grading improvements will be constructed at turn 9. Concrete Kerb improvements will also be constructed at turns 9 and 10. The asphalt paving contractors were prequalified for this project and three contractors were prequalified to bid on this project. Attached is a bid summary showing the result of competitive bids received on this project. Due to escalation in asphalt costs, initial estimates by staff were lower than actual bid prices. The Honor Farm Advisory Committee has prioritized the improvements to Pueblo Motorsports Park and feels road resurfacing is top priority. Staff agrees. At this time, funds from other projects are being used to complete road resurfacing. FINANCIAL IMPACT Funds for this project will be paid from Project Code HF1001 – Pueblo Motorsports Park Repaving. Additional funds are being transferred via this resolution in the amount of $218,000 from Project Code HF1101 – Pueblo Motorsports Park Bleachers and $50,000 from Project Code HF1102 – Pueblo Motorsports Park Entry Road Improvements to Project Code HF1001 – Pueblo Motorsports Park Repaving. The City has an agreement with Colorado Motorsports Council to donate $80,000 and Sports Car Club of America – Continental Divide Region to donate $7,700 to assist with the repaving. These funds are to be disbursed to the City when the repaving contract is executed and project has begun. Once the donation is received, an additional transfer is expected in the future to replenish to Project Code HF1101 – Pueblo Motorsports Park Bleachers. Replacement of bleachers is still expected, however, not as many seats as originally planned.
