HomeMy WebLinkAbout12227RESOLUTION NO. 12227 A RESOLUTION AMENDING AND ESTABLISHING CERTAIN FACILITY FEES AT PUEBLO MEMORIAL AIRPORT AND REPEALING RESOLUTIONS NO. 9389 AND 9820 WHEREAS, the cost of Airport maintenance and operations continues to increase; and WHEREAS, additional costs have been incurred to meet the Transportation Security Administration’s security standards; and WHEREAS, certain fees need to be amended and established to recover some of those costs; now, therefore, BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that: SECTION 1. Effective October 1, 2011, the following fees will be charged at Pueblo Memorial Airport: Landing fees for all air carrier, air taxi, and charter aircraft and all other aircraft having a minimum gross landing weight of 25,000 pounds shall be charged at one of the following rates: Seventy-five cents ($.75) per thousand pounds gross landing weight per landing for signatory air carrier, air taxi and charter flights; One dollar ($1.00) per thousand pounds gross landing weight per landing for non-signatory air carrier, air taxi, training, and private flights. Terminal Building Use fee for non-signatory air carrier, air taxi, and charter services will be $200.00 per use. Parking fee for parking areas designated by the Director of Aviation is hereby established and will be $3.00 per day. T-hangar Rental fees for buildings owned and operated by the City of Pueblo will be $185.00 for enclosed private hangars, $165.00 for the enclosed bay area portion of the hangar, and $125.00 for storage areas. Conference Room Usage fee will be $25.00 per day with a $25.00 deposit that will be returned if the user cleans the room. Badging fees will be $10.00 for a STA clearance badge, $45.00 for a STA/CHRC clearance badge, $35.00 for a STA clearance badge with gate access, and $70.00 for a STA/CHRC clearance badge with gate access. Replacement badges for the first lost/stolen badge will be $50.00 and for the second lost/stolen badge it will be $100.00. SECTION 2. Resolutions No. 9389 and 9820 are hereby repealed. All net proceeds derived from fees, rates, and charges set forth in this Resolution will be used for the operation, maintenance, and improvement of the Airport. RECOMMENDATION Approval of this Resolution. BACKGROUND Resolution No. 9389, dated September 10, 2001, increased the following fees at the airport: landing fees, terminal use fee, and T-hangar rental fees. Resolution No. 9820, dated March 24, 2003, established a conference room and deposit fee and also fees relating to badges and electronic gate cards. The terminal building use fee needs to be increased to keep up with the maintenance and operation costs of the airport. The badge and electronic gate cards fees are out of date and need to be amended to recover costs associated with the current Transportation Security Administration’s security standards. The parking fee that was put in place when Allegiant Airlines began their operation needs to be officially established. FINANCIAL IMPACT Landing fees will remain at the current rates. The terminal building use fee will increase from $100 per use to $200 per use. Monthly T-hangar rental fees will remain at the current rates. The conference room use and deposit fees will remain at the current rate. The badge and electronic gate card fees are currently $25.00 each and $25.00 for replacing lost or stolen badges or cards and $50.00 for fingerprint processing. These fees will be amended in order to recover costs associated with the current security standards. The parking fee will be $3.00 per day. It is estimated that the fee changes will increase the airport’s revenue by approximately $38,000 per year.
