A RESOLUTION AUTHORIZING THE CITY OF PUEBLO
TO SUBMIT FOUR GRANT APPLICATIONS TO THE
COLORADO DEPARTMENT OF TRANSPORTATION FOR
FUNDING FROM THE TRANSPORTATION
ENHANCEMENT PROGRAM FOR THE NORTHERN
AVENUE TRAIL REPLACEMENT AND STREETSCAPE
PROJECT PHASE 2, GRAND AVENUE STREETSCAPE
PROJECT, THE ORMAN AVENUE BICYCLE LANE
PROJECT, AND TOURIST DESTINATION SIGNS
PROJECT AND AUTHORIZING THE PRESIDENT OF CITY
COUNCIL TO EXECUTE THE SAME
WHEREAS, the City of Pueblo supports the second phase of the replacement of
the pedestrian/bicycle trail along Northern Avenue and streetscape improvements within
the Northern Avenue right-of-way, which are important components of the City’s trail
and streetscape beautification projects; and
WHEREAS, the City of Pueblo supports streetscape improvements, street
realignment, creation of bicycle lanes, and historic interpretive signage relating to City
Hall and Memorial Hall along and within Grand Avenue, which are important
components of the City’s beautification projects; and
WHEREAS, the City of Pueblo supports installing striped bicycle lanes on Orman
Avenue beginning at Lincoln Avenue extending to Indiana Avenue to create a safe and
accessible bicycle connection from City Park to Minnequa Lake; and
WHEREAS, the City of Pueblo supports the second phase of installing tourist
destination signs to direct visitors to the City’s attractions located off of Pueblo
Boulevard, including but not limited to, Pueblo Motorsports Park, the Nature and Raptor
Center, City Park, Elmwood Golf Course, Lake Pueblo State Park, and Lake Minnequa.
BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1.
A grant application requesting $350,000 from the Colorado Department of
Transportation for funding from the Transportation Enhancement Program for the
Northern Avenue Trail Replacement and Streetscape Project, Phase 2, a copy of which
is attached hereto, is hereby approved.
SECTION 2.
A grant application requesting $350,000 from the Colorado Department of
Transportation for funding from the Transportation Enhancement Program for the Grand
Avenue Streetscape Project including street realignment, creation of bicycle lanes,
landscaping, and interpretive signage relating to the history of City Hall and Memorial
Hall, a copy of which is attached hereto, is hereby approved.
SECTION 3.
A grant application requesting $58,464 from the Colorado Department of
Transportation for funding from the Transportation Enhancement Program to install a
striped bicycle lane on Orman Avenue beginning at Lincoln Avenue extending to
Indiana Avenue, a copy of which is attached hereto, is hereby approved.
SECTION 4.
A grant application requesting $41,300 from the Colorado Department of
Transportation for funding from the Transportation Enhancement Program to install the
second phase of wayfinding signs to direct tourists to the City’s attractions located off of
Pueblo Boulevard, a copy of which is attached hereto, is hereby approved.
SECTION 5.
The President of the City Council is hereby authorized to execute and deliver the
grant applications in the name of and on behalf of the City of Pueblo, a Municipal
Corporation, and the City Clerk shall affix the seal of the City thereto and attest same.

ISSUE
Should the City Council authorize the submittal of four grant applications to the
Colorado Department of Transportation for funding from the Transportation
Enhancement Program for the Northern Avenue Trail and Streetscape Project, Phase 2,
Grand Avenue Streetscape Project, Orman Avenue Bicycle Lanes Project, and the
Tourist Destination Sign Project?
RECOMMENDATION
Approval of the Resolution.
BACKGROUND
The four grant applications consist of the following:
Northern Avenue Trail Replacement and Streetscape Project, Phase 2
The project will reconstruct 8,398 linear feet of existing asphalt bicycle and pedestrian
trails located on each side of Northern Avenue. The landscaped median will consist of
removing the existing asphalt and the addition of trees, shrubs, western water-wise
perennial planting and an irrigation system.
Grand Avenue Streetscape Project
The Grand Avenue Streetscape Project is a multifaceted project that includes aesthetic
improvements, increased safety measures for pedestrian and bicycle traffic, improved
vehicular traffic flow and historic preservation components through interpretive signage.
The aesthetic improvement portion of the project includes decorative theatrical themed
paving and widened sidewalks. The final portion of the project focuses on promoting
multimodal traffic, safety, and improving vehicular traffic flow.
Orman Avenue Bicycle Lane Project
The Orman Avenue Bicycle Lane Project will install a striped bicycle lane on Orman
Avenue beginning at Lincoln Avenue extending to Indiana Avenue. The project goal is
to create a safe, accessible bicycle connection from City Park to Minnequa Lake.
Tourist Destination Sign Project
The Tourist Destination Sign Project is the second phase of the overall project for
installing wayfinding signs to direct tourists to the City’s attractions. The second phase
concentrates on tourist destinations off of Pueblo Boulevard, such as Pueblo
Motorsports Park, the Nature and Raptor Center, City Park, Elmwood Golf Course, Lake
Pueblo State Park, and Lake Minnequa.
FINANCIAL IMPACT
The four grant application budgets are as follows:
The Northern Avenue Trail Replacement and Streetscape Project improvements are
estimated to cost $543,878. The following is a breakdown of the proposed funding for
the project:
CDOT Enhancement Funds $ 350,000.00
1-A Funds $ 193,878.00
TOTAL $ 543,878.00
The Grand Avenue Streetscape Project is estimated to cost $437,500. The following is
a breakdown of the proposed funding for the project:
CDOT Enhancement Funds $350,000.00
City of Pueblo cash match $ 87,500.00
TOTAL $437,500.00
Orman Avenue Bike Lane Project is estimated to cost $73,080. The following is a
breakdown of the proposed funding for the project:
CDOT Enhancement Funds $58,464.00
City of Pueblo in-kind match $14,616.00
TOTAL $73,080.00
Tourist Destination Sign Project is estimated to cost $51,755. The following is a
breakdown of the proposed funding for the project:
CDOT Enhancement Funds $41,300.00
Donations and City in-kind match $10,455.00
TOTAL $51,755.00
The City will appropriate and budget funds for the projects that receive enhancement
grant funding prior to approval of the grant agreements with the Colorado Department of
Transportation. The City will assume responsibility for the maintenance of the projects
following the completion of construction and warranty periods.

The Northern Avenue Trail Replacement and Streetscape Project- Phase 2 Project will enhance the aesthetic appeal of the street by
replacing the existing concrete median with a landscaped median and improve the safety along the existing multi -modal trail by replacing
the decapitated asphalt trail with a concrete trail.
