PACHECO TITLE AN ORDINANCE AMENDING THE FISCAL YEAR 2011 STAFFING ORDINANCE REVISING POSITIONS WITHIN THE DEPARTMENT OF PLANNING AND COMMUNITY DEVELOPMENT ISSUE Should City Council approve the amendment of the 2011 Staffing Ordinance revising positions within the Department of Planning and Community Development? RECOMMENDATION Approval of the Ordinance. BACKGROUND This Ordinance creates a new Zoning Enforcement Supervisor position and adds a Zoning Enforcement Officer, while eliminating the Metropolitan Planning Organization Administrator (MPOA) and Clerk Typist III/Land Use Records Technician positions in the Department of Planning and Community Development. This amendment will not increase the total full-time employees of the Department, but will increase the Department’s ability to enforce City regulations. As a result of the 2010 Citizen Survey and the 2010 Strategic Plan Goals and Objectives, adding these positions will increase code enforcement efforts resulting in improvement to the health and livability of neighborhoods. The officers will identify and initiate enforcement of the Land Use Codes, as well as receive citizen complaints of all types of violations within the City. The reported violations will then be forwarded to the appropriate City department for follow up and action if not within the Planning Department. With the recent retirement of the MPOA, the duties of that position have been divided among existing staff members in the Planning and Public Works Departments with no additional increase in their budgets. This reorganization has been discussed with both the Pueblo Area Council of Governments (PACOG) and Colorado Department of Transportation (CDOT) and has received their full support. The remainder of the Metropolitan Planning Organization support staff will remain unchanged. FINANCIAL IMPACT With the current salary savings within the Planning Department, the addition of a Zoning Enforcement Officer and a Zoning Enforcement Supervisor will result in a net salary savings of $1,429 in 2011. The increase in zoning enforcement activities should result in additional fines collected by Municipal Court. The revenues from zoning enforcement fines will be tracked to determine the net impact of the Zoning Enforcement Officer on the City’s General Fund.
