A RESOLUTION AMENDING RESOLUTION NO. 12033 CHANGING
THE STRUCTURE OF THE EL CENTRO DEL QUINTO SOL
RECREATION CENTER BOARD OF DIRECTORS AND APPOINTING
MEMBERS THERETO
WHEREAS, Resolution No. 12033, passed and approved by the City Council on
December 13, 2010, established and created the El Centro del Quinto Sol Recreation Center
Board of Directors (“Board”) as an advisory commission to the Parks and Recreation
Department and the City Council;
WHEREAS, Citizen interest in the El Centro del Quinto Sol Recreation Center Board
of Directors from a community-wide basis warrants the need to amend the structure of the
Board of Directors to all At-large appointments; NOW, THEREFORE, BE IT RESOLVED BY
THE CITY COUNCIL OF PUEBLO, that
SECTION 1:
The Board shall consist of seven (7) members who reside within the City of Pueblo and
serve without compensation. The City Council shall appoint the members of the Board. Board
members shall be appointed At-Large. Members initially will be appointed for staggered terms,
3 three-year terms; 3 two-year terms and 1 one-year term.
SECTION 2:
Members of the Student Councils from the neighborhood elementary, middle and high
schools may serve as “Ex-Officio” members of the Board; and
SECTION 3:
The following individuals are hereby initially appointed to the El Centro del Quinto Sol
Recreation Center Board of Directors:
For 3-year terms expiring April 30, 2014:
Katherine J. Trujillo
At-large Resident of the City of Pueblo
Cynthia Ortiz Fuentes
At-large Resident of the City of Pueblo
Theresa M. Trujillo
At-large Resident of the City of Pueblo
For 2-year terms expiring April 30, 2013:
Josephine Gonzales-Gifford
At-large Resident of the City of Pueblo
Joe Lobato
At-large Resident of the City of Pueblo
Steve Lucero
At-large Resident of the City of Pueblo
For a 1-year terms expiring April 30, 2012:
Leroy M. Garcia Sr.
At-large Resident of the City of Pueblo
SECTION 4:
The Board shall not have regular staff or budget but may request administrative
assistance from the Parks and Recreation Department.

ISSUE
Should the City Council Amend Resolution No. 12033 that established and created the El
Centro del Quinto Sol Recreation Center Board of Directors to serve as an advisory commission
to the Parks and Recreation Department and the City Council, change the membership
structure of the Board and appoint members thereto?
RECOMMENDATION
Approval of the Resolution
BACKGROUND
Since Resolution No. 12033 was passed and approved on December 13, 2010, a recruitment
process was conducted to fill the Board with community representatives. The application
process proved to be a challenge in getting interested citizens to apply for the specific Board
membership categories. Following a Council discussion at the April 25, 2011 City Council
meeting, members of the Administrative Staff reviewed the Resolution. Following a complete
review and the need to Activate the Board of Directors, the following changes are recommended
1. Open all Board positions to any City Resident (At-Large);
2. The Board will remain at a total of seven (7) members with staggered terms;
3. Initial Staggered Terms will be decided by the City Clerk according to the time when
applications were received (earliest received will receive longer terms)
4. The Parks Department will reach out to the area elementary, middle and high school’s
Student Councils in order to encourage involvement on the Board allowing interested
students to serve as an “Ex-Officio” member of the board; and
5. It will be a Goal of the Board to eventually consist of both at-large citizens and a majority
large neighborhood representation.
FINANCIAL IMPACT
This is a volunteer Board and Members will serve without compensation.
