AP1102 ISSUE Should City Council accept a grant agreement with the State of Colorado, acting by and through the Department of Transportation – Aeronautics Division (“State”) to assist with the funding of the new training runway project and security perimeter fencing at the Airport? RECOMMENDATION Approval of this Ordinance. BACKGROUND This grant contains funding for two projects. Element A: Participate in Federally Funded new Training Runway and Element B: Security Fence. The Element A project is based on the FAA issuing a grant in 2012 to continue the construction of a training runway. This State grant will assist with the City’s matching funds for the Federal Grant that should be received in 2012. The Element B grant provides funds to complete the eight foot chain link security fence on the south side of the airport perimeter to meet the current security program. FINANCIAL IMPACT It is estimated a total of $2,274,742 will be needed to complete the runway project. FAA funding is estimated at $2,161,004 (95%). State and City funding is estimated at $56,869 (2.5%) each. Since the federal funds will not be available until 2012, the City’s matching funds will be requested in the 2012 budget. This Ordinance establishes Capital Project No. AP1102, Security Fence and appropriates funds in the amount of $346,728. The State grant is for $312,056 (90%) and the City’s matching funds will be $34,672.
