WHEREAS, the voters approved a ballot initiative to restore Memorial Hall Theatre and building. BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that: The City Council hereby authorizes and directs submission of an application to the Colorado State Historical Fund for funding for the Exterior Rehabilitation of City Hall and Memorial Hall, Phase 2 Project consisting of the repair or replacement of all exterior masonry, and rehabilitation of the windows and doors on Memorial Hall. The President of City Council is hereby authorized to execute sponsorship of the application on behalf of the City. RECOMMENDATION Approval of the Resolution. BACKGROUND The Phase 2 of exterior rehabilitation of the Pueblo City Hall & Memorial Hall project will complete the rehabilitation of the exterior facades. The Phase 1 project included the installation of a clay tile roof, replacement of the integral gutters, restoration of the cupola tower and rehabilitation of the upper cornice masonry. The project will repair all damaged exterior brick, stone, and terra cotta; replace exterior metal doors and transoms with replicas of the original historic units, as well as, original windows on Memorial Hall. The project will begin in the Fall of 2011 and end in the Fall of 2012. FINANCIAL IMPACT The State Historical Fund grant request is for $200,000. The Local Match required is $400,000 for a project total of $600,000. The $400,000 in matching funds will come from the Memorial Hall Account which consists of funds held in reserve to be paid pursuant to the Intergovernmental Agreement between the City and Urban Renewal Authority of Pueblo. The Urban Renewal Authority of Pueblo will make payments in accordance with the existing Design and Construction Agreement for Remodeling and Restoring Historic Memorial Hall dated to January 24, 2011. Applicant Capacity Write a brief history of the applicant organization (Limit to 600 words or less) This category speaks to grant and project management capacity (0 -10 points) The City of Pueblo is a home -rule general services local government with a team of professional staff who manage a municipal area of approximately 40 square miles. The City's planning department has managed complex extensive, multi year, multi million dollar projects involving federal, state, and local funding sources. Bill Zwick Landscape Architect is the project manager for the Memorial Hall project and he has recently completed the Phase I Exterior Restoration of the City and Memorial Hall buildings roof replacement and upper masonry restoration involving 2008 - 020 -023A SHF project. Mr Zwick has been a project manager for numerous, large scale capital project such as the Pueblo convention Center, El Pueblo Archeological Pavilion, El Pueblo Evocation, Historic Arkansas Riverwalk of Pueblo, various streetscape projects and historic building renovation projects including the D and R G Freight station which rehabilitated a large 1920s freight station for an historic museum. The City is a Certified Local Government conducting design review and enforcing the standard of appropriateness on over 154 properties across three historic districts. With a 75% staff position, the Historic Preservation Commission has managed four certified local government grants and is currently managing a State Historic Fund context survey grant, Pueblo Modern which is on budget and on schedule. The city has completed the Phase I of the City and Memorial Hall exterior rehabilitation, which included replacing the roll roofing with Spanish tile, restoring terra cotta exterior cladding, and repairing the failed integral gutter system. Phase I was on time and within budget and finished according to schedule City Planning Department staff has worked with Hoehn Architects, LLC as project architects to complete Phase I and proposes to continue the same successful partnership for Phase II. Hoehn Architects have extensive experience with large State Historic Fund rehabilitation and restoration projects and are familiar with the Secretary if Interiors Standards. Spectrum, the general contractor conducted the work for Phase I and has also worked on numerous multi million dollar exterior rehabilitations of historic buildings. B. Property or Project History Write a brief history of the property or project and its relationship to historic preservation. (Limit to 600 words or Tess) This category tells us why this preservation or archaeological project is important (0 -10 points) Due to egress code issues and recent flooding City Hall basement is currently vacant. Also, as a result of poor HVAC (especially cooling) systems Memorial Hall is only used five times a year despite having a capacity of over 1500 seats. The City's goal is to rehabilitate these municipal and cultural gems to full working order The goal of the City Hall project is to rehabilitate City Council chambers and much of city administration (which is now in the various buildings in the immediate downtown area on a temporary basis) to City Hall, and upgrade systems at Memorial Hall so it can be used a public meeting space and theatre and other venues year round. This specific exterior masonry, window and door project will compliment the interior rehabilitation. City Hall, built on the neutral crossroads of three separate towns merging as one, and Memorial Hall, the attached oratory auditorium where President Woodrow Wilson gave his last address, are in need of major 4 interior and exterior rehabilitation. Although they were originally designed as one, the stately City Hall was built in 1917, and the Memorial Hall (seating capacity 1548) was completed in 1919 The architectural style, massing and details of the structures are very similar City Hall was built entirely of stone, graced with fluted, ionic columns. While Memorial Hall has similar proportions, the detailing is simplified and built primarily of brick and terra cotta. The facilities share a richly detailed common lobby with coffered ceihngs and grand staircase Character defining features on Memorial Hall such as windows, transoms, and doors have been insensitively replaced, otherwise the exterior retains a high degree of integrity This project seeks to remedy the prior insensitive replacements with a full exterior rehabilitation. Fortunately, the City owns digital scans of all the original 1917 architectural plans and construction documents for reference in the rehabilitation of the building. The buildings are contributing buildings within the Union Avenue Historic District, a National Register Historic District. The City Hall - Memorial Hall complex is a significant example of classical revival, civic architecture, representative of the "City Beautiful movement of early 20 century America. Memorial Hall is a rare and beautiful example of late 19 Century and early 20 Century auditorium design. The auditorium was designed to provide excellent acoustics for orchestral, choral and oratory performances. The unique horseshoe shaped balcony, which brings the audience close to the stage and visually connects the house to the stage, is similar to Chicago's Central Music Hall (Alder & Sullivan, 1880) In fact, the Pueblo Grand Opera House, also designed by Alder & Sullivan, still existed at the time of the design and construction of the Memorial Hall. The City is recently completed SHF Project #2008 - 020 -023A, Exterior Restoration of City Hall /Memorial Hall, which addressed key items identified in the 2001 Historic Structure Assessment and Master Plan (SHF 99 -02- 026). The historic assessment identified the following "Prioritized Work" items. 1) Repair leaks at gutters on both City Hall and Memorial Hall, 2) Tuck Point all cornices to prevent water penetration into stonework; 3) Provide lateral reinforcement of the cupola structure, and 4) Maintain or remove non - historic roll roofing and replace with barrel tile roofing. Now that the roof and gutters are repaired and cupola restored, the City is investing the resources to complete the exterior rehabilitation to fully restore and repair both City Hall and Memorial Hall. City Hall /Memorial Hall have a special place in Pueblo's history representing the evolution of municipal, political, cultural and civic sectors of our society There is no other architectural complex that represents such diverse courses of human history still being utilized in Pueblo that is able to so easily convey its original design and significance through it's stunning architecture and continued original uses. C. Project Description Provide a detailed description of the project. The first phase of the exterior rehabilitation of City Hall and Memorial Hall has been successfully completed. It included the installation (and reintroduction) of a clay tile roof; the repair and replacement of the integral gutters, and the restoration of City Hall's tower and the upper cornices of both buildings. The purpose of this project is to carry out the second (and final) phase of the rehabilitation of the exterior envelopes of City Hall and Memorial Hall, which includes brick, stone and terra cotta tuck pointing, replacement or repair of deteriorated masonry units, and cleaning; rehabilitation of the original windows, and replacement of non- 5 original doors and transoms with new doors and transoms that are in keeping with the original design intent. The Phase II exterior rehabilitation project will complement the interior rehabilitation of City Hall and the Memorial Hall Theatre. The City Hall interior rehabilitation project is funded by Federal, State and Local funds while the Memorial Hall interior rehabilitation project is funded by a voter approved $10 Million Bond. By carrying out the interior rehabilitation of City Hall and Memorial Hall, the City will be addressing all of the critical and serious deficiencies highlighted in the 2001 Historic Structure Assessment, which includes Memorial Hall's ventilation and air conditioning systems. The City Hall interior rehabilitation project will address the need to maximize the occupancy of the building with city services, while enhancing its character - defining historic interior features. The second phase of the exterior rehabilitation project, which is the subject of this grant request, will conclude the multi -year, multi - million dollar interior and exterior rehabilitation projects and refresh the face of the City's most important publicly -owned building. The goal of the Phase II project at City Hall and Memorial Hall is to complete the rehabilitation of the exterior envelope, following the Secretary of the Interior's Standards for the Treatment of Historic Properties. This project includes three objectives Rehabilitate and restore the masonry on City Hall and Memorial Hall, which includes Turkey Creek sandstone, Indiana limestone, terra cotta, and brick. The previous phase of rehabilitation work on the exterior envelope of both buildings addressed the replacement of the integral gutters, which had leaked and were allowing moisture to enter the masonry walls below Although the masonry at the upper cornices was rehabilitated during the first phase, the masonry below these cornices needs to be addressed. Now that the deteriorated tin in the integral gutters has been replaced with new copper linings, the moisture infiltration into the masonry has been stopped. The previous moisture infiltration has caused damage to the masonry, including offset stone at the southwest corner of City Hall and open mortar joints at both City Hall and Memorial Hall, especially at the upper areas of the walls. Fortunately, a former coating called "Restocrete" was removed from City Hall, but the coating appears to have caused some damage to the original Turkey Creek sandstone. Almost 100 years has passed since the spectacular public building was constructed, so time has also taken its toll on the exterior envelope. Stone is spalhng at the base of City Hall and inappropriate repairs (patches) have been made to the stone in the past. This project will include an on -site assessment to determine the extent of masonry damage; construction documents that identify the type and location of the damage as well as the recommended treatment for each type of masonry will be prepared for review by both the City of Pueblo and the State Historical Fund. Deteriorated brick, stone, and terra cotta will be rehabilitated by replacing it with similar masonry units, removing inappropriate mortar, raking out deteriorated mortar, and repomting the walls utilizing a mortar mix that is determined through testing of the original mortar Fortunately, during the first phase, the mortar at the stone, brick, and terra cotta was tested to determine the proper historic mortar mix for the rehabilitation work; cleaning samples were also tested on the stone to determine the appropriate specification for a cleaning material. The test results from the first phase will be used to carry out the work in this second phase Rehabilitate the windows at Memorial Hall. The original multi -lite in- swinging and pivoted wood windows are in fair to poor condition, depending upon their location on the building. Fortunately, most of the original windows remain, with the exception of the third floor windows at the east end of Memorial Hall, which were replaced with louvers. An on -site evaluation of the windows will be conducted to determine their current condition and make recommendations for their rehabilitation with the goal to retain as much of the original historic fabric as possible, including the original glass and hardware Necessary work anticipated for this portion of the project includes the repair of the existing window frames, especially at the bottoms of the frames where the wood is typically deteriorated, the removal and repair of the individual window sashes, including repairs to stiles, rails, and muntins, the replacement of glass where cracked, damaged, or missing; the 6 replacement of deteriorated glazing putty; the rehabilitation of the exterior wood sills, which will include either epoxy repair or replacement, depending upon the severity of the deterioration, the installation of weather stripping at jambs and sills to reduce air infiltration, the installation of matching or compatible window hardware, where missing, the painting of the windows and their associated trim, preferably in a historic color scheme; and adjustments to the window sash so that they fit square in their openings. The original specifications for the historic windows are still available to provide guidance for the window rehabilitation portion of this project. It will be important to consult with the Architect responsible for the theater rehabilitation project since shades or other room - darkening devices will be required at the interior sides of some of the windows. It may be possible to replace the louvers at the east end of the building with reconstructed windows, depending upon the design of the new mechanical system for the theater Provide new entry doors and transoms at Memorial Hall that are compatible with the original design. There are five existing door openings on the north and south sides of Memorial Hall. The original construction drawings and historic photographs reveal that the terra cotta framed door openings originally accommodated pairs of paneled wood doors with transoms above, consisting of glass and decorative cast iron screens. At some time in the past, the original doors and frames were replaced with clear anodized aluminum units, solid panels or louvers were inserted at the locations of the former transoms. It is the City's desire to replace the current inappropriate doors and transoms with new ones that are in keeping with the original design intent for these important public theater openings while also providing resistance to moisture and sunlight. The existing door openings will be investigated to determine whether any of the original historic fabric still remains. (For example, an original transom may still exist behind one of the infill panels.) Similar to the windows, the original specifications for the exterior doors and hardware are available to provide guidance for the replacement doors and transoms. The historical architect will work closely with the City of Pueblo and the State Historical Fund in developing the design for the replacement doors and transoms. The Secretary of the Interior's Standards for the Treatment of Historic Properties will be followed for these missing historic features The replacement doors may be an accurate restoration using historical, pictorial, and physical documentation or be a new design that is compatible with the door openings and the historic character of the building. The replacement doors and transoms will return an important character - defining feature to the historic building and will enhance the rehabilitation of the theater inside. D. Urgency Explain why it is urgent to complete the work in your application NOW (Limit to 300 words or less) This category explores why this project is urgent and how you will protect the resource in the future (0 -15 points) The urgency for this project is two fold. First, the exterior of City Hall and Memorial Hall has never been fully repaired and restored since its construction 94 years ago Periodic repairs and inappropriate tuck pointing have left a patchwork of situations around the exterior, many of which detract from the character of the facade Second, timing is a serious concern. Being part of a larger multi -phase the City is now investing in the total rehabilitation of the interior and exterior of both buildings and wants to repair all previous damage while qualified masonry specialists are already working on other sections of the project and the building is under construction. The exterior work if preformed at a later time would cause complications with the general public pedestrian circulation in and out of the buildings during construction. The same conflict would occur with the increased use of Memorial Hall. E. Timeline Create a list with key project milestones and dates showing how your project will be carried out.
