TITLE:
A RESOLUTION ADOPTING AN OFFICIAL FLAG POLICY FOR THE CITY OF
PUEBLO
ISSUE:
Should the City Council approve a Resolution adopting as its an official flag policy the
U.S. Flag Code, 4 U.S.C., Chapter1, and as interpretative guidance, using “Let’s be
Right on Flag Etiquette” as published and distributed by The American Legion, to be
followed by all City departments at locations where the American flag is displayed upon
City-owned or controlled property?
RECOMMENDATION:
Leroy Garcia, City Council Member, recommends approval of this Resolution.
BACKGROUND:
The Flag Code, Title 4, U.S.C., Chapter 1, as adopted and amended by Congress
through P.L.110-41 (June 29, 2007) sets forth the official United States policy on display
of the United States Flag. This code has been explained in a brochure published and
distributed by the American Legion entitled “Let’s be Right on Flag Etiquette” along with
answers to specific questions regarding the proper treatment and display of the
American Flag.
The proposed Resolution would adopt the Flag Code as the City’s official flag policy to
be used by all City departments at locations where the American flag is displayed upon
City-owned or controlled property.
