AN ORDINANCE AMENDING THE FISCAL YEAR 2011 STAFFING
ORDINANCE REVISING POSITIONS WITHIN THE FIRE
DEPARTMENT, HONOR FARM PROPERTIES ENTERPRISE, PUBLIC
WORKS DEPARTMENT AND PARKS & RECREATION
DEPARTMENT
WHEREAS, it is necessary to revise the positions for the ultimate efficiency and functionality for
the Fire Department, Honor Farm Properties Enterprise, Public Works Department-Traffic Control
Division, and Parks and Recreation Department
Now, therefore,
BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that: (brackets indicate matter being
deleted, underscore indicates matter being added)
SECTION 1.
The following sections captioned “FIRE”, “HONOR FARM PROPERTIES”, “PUBLIC WORKS –
TRAFFIC CONTROL” and “PARKS AND RECREATION” of Ordinance No. 8296, being the 2011
Staffing Ordinance, are amended as follows:

TITLE
AN ORDINANCE AMENDING THE FISCAL YEAR 2011 STAFFING ORDINANCE REVISING
POSITIONS WITHIN THE FIRE DEPARTMENT, HONOR FARM PROPERTIES ENTERPRISE,
PUBLIC WORKS DEPARTMENT AND PARKS & RECREATION DEPARTMENT
ISSUE
Should City Council pass and approve the proposed Ordinance? The Staffing Ordinance provides
for the allocation of positions by various departments for the Fiscal Year.
RECOMMENDATION
Approval of the ordinance.
BACKGROUND
The Fire Department requests to adjust its staffing to hire a front office clerical position at either the
Clerk Typist or Fire Support Technician level. This will allow more employees the opportunity to
apply for a lateral transfer or voluntary demotion into the Fire Department – no net increases in
staffing.
The Public Works Department requests to downgrade a Traffic Signs and Marking Specialist
position to a Traffic Utility Worker II position to better serve the needs and functions of the
department.
The Parks and Recreation Department requests the following classification adjustments:
1. Change the vacant .75 FTE Clerk Typist/ Parks & Recreation Technician position to 1.0
FTE Program Coordinator - Marketing.
2. Change the vacant Park Caretaker II – Trees to a Program Coordinator – Forestry. This
position will be responsible for the development and implementation of the City’s Urban
Forestry Program.
3. Change the vacant Park Caretaker, Senior classification’s job specification
increasing the responsibility and accountability for field coordination for a crew of
parks staff.
4. Upgrade one vacant Park Caretaker I position to a Park Caretaker, Senior. For
efficient and effective field coordination two Park Caretaker, Senior positions are
needed.
The Honor Farm Properties Enterprise requests to establish a new classification for the
Motorsports Operations Supervisor position. The role and responsibility of Motorsports
Operations Supervisor will be similar and comparable to that of the Parks Supervisor and
Recreation Supervisor positions. With expected developments at Pueblo Motorsports Park
including offering in-house programs for lapping, drag racing, off-highway vehicle,
concessions, and a need to increase marketing and sponsorship, a second fulltime position
is necessary to manage the motorsports operation. Additionally, it is expected that
improvements to the race track will result in increased attendance at events. This position
is contrasted from the manager in that the manager will have oversight and responsibility
for the budget, enterprise, Honor Farm property, and several contracted programs and
facilities. The supervisor will be responsible for hands-on management and operation of all
in-house operated motorsports activities including the race track.
FINANCIAL IMPACT
Fire Department’s financial impact is an estimated annual salary expense increase of $2,200.
Public Works Department’s financial impact is an annual salary savings of $13,980.72.
Parks and Recreation Department’s financial impact for its requested items can and will be
absorbed through existing fiscal capacity within the Parks and Recreation Department through
salary savings from vacant positions and delayed hiring of re-classified positions.
Honor Farm Properties Enterprise’s financial impact with the creation of the Motorsports Operations
Supervisor is that approximately $52,000 of the $75,000 expected salary and benefits will be
absorbed in the Honor Farm Enterprise Fund by reducing the temporary staff currently completing
these responsibilities. The remaining $23,000 is expected to be made up through increased
revenues from concessions, increased participation and offering new programs in-house.
