HomeMy WebLinkAbout12072RESOLUTION NO. 12072 A RESOLUTION AUTHORIZING THE CITY OF PUEBLO, A MUNICIPAL CORPORATION, TO APPLY FOR A U.S. DEPARTMENT OF JUSTICE, “JUSTICE AND MENTAL HEALTH COLLABORATION PROGRAM” GRANT, AND AUTHORIZING THE PRESIDENT OF CITY COUNCIL TO EXECUTE SAME WHEREAS, the City of Pueblo, a Municipal Corporation, is eligible to submit grant applications to the U.S. Department of Justice for Justice and Mental Health Collaboration funding; and WHEREAS, the term of the grant covers a 24-month period beginning October 1, 2011; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that: SECTION 1. A grant application requesting $200,000.00 from the U.S. Department of Justice for funding to allow for partnership with Spanish Peaks Mental Health Center, and the other community partners of the Treatment Alternative Collaboration (TAC) Program, to expand mental health and substance abuse treatment and jail diversion for individuals involved with law enforcement and the criminal justice system, a copy of which is attached hereto, is hereby approved. SECTION 2. The President of the City Council is hereby authorized to execute the grant application in the name of and on behalf of the City of Pueblo, a Municipal Corporation. TITLE A RESOLUTION AUTHORIZING THE CITY OF PUEBLO, A MUNICIPAL CORPORATION, TO APPLY FOR A U.S. DEPARTMENT OF JUSTICE, “JUSTICE AND MENTAL HEALTH COLLABORATION PROGRAM” GRANT, AND AUTHORIZING THE PRESIDENT OF CITY COUNCIL TO EXECUTE SAME ISSUE The U.S. department of Justice has informed the City of Pueblo, through its Police Department, that funds are available under the Office of Justice Programs' Bureau of Justice Assistance Grants. The term of this grant covers the 24-month period beginning October 1, 2011. RECOMMENDATION The department recommends approval of this resolution. BACKGROUND This grant requires a unity of local/city government involved in criminal justice/law enforcement to be the primary applicant and fiscal agent for this grant. The co-applicant must be a mental health agency. Spanish Peaks Mental Health Center and the Pueblo Police Department are members of the Treatment Alternatives Collaboration (TAC) Program, along with the following agencies/entities: Pueblo County Sheriff's Office, Tenth Judicial District Combined Courts, Tenth Judicial District Attorney's Office, Tenth Judicial District Probation Department, the Pueblo Office of the Colorado State Public Defender's Office, and the Pueblo Office of the Division of Adult Parole. All members of the TAC collaboration are partners in the establishment of mental health and substance abuse treatment and jail diversion for individuals involved with law enforcement and the criminal justice system. This grant request for $200,000.00 will provide funding to increase public safety by facilitating continued collaboration among the criminal justice system and mental health and substance abuse treatment systems. It will be used to increase treatment services for offenders with mental illness or co-occurring substance use disorders; to expand specialized training programs for law enforcement and mental health treatment personnel; to expand law enforcement strategies to provide response options that meet the needs of the community and people with mental illness; and to expand the diversion/alternative prosecution and sentencing programs for offenders with mental illness or co-occurring substance use disorders. FINANCIAL IMPACT The grant requires a 20% match ($40,000.00) by the applicants, which can be in the form of cash or in-kind services. The intent is to avoid any cash matching by either applicant. In-kind matching can be in the form of administrative or clinical staff salary/time, office space, equipment, supplies, etc., and that is the intended match of the applicants.
