AN ORDINANCE BUDGETING AND APPROPRIATING
THE AMOUNT OF $512,000 FROM THE SEWER USER
FUND RESERVE FOR REMODEL OF THE 1938
ADMINISTRATION BUILDING AT THE JAMES R. DIIORIO
WATER RECLAMATION FACILITY
WHEREAS, the City of Pueblo is currently in need of additional office space;
WHEREAS, the existing facility located at the James DiIorio Water Reclamation
Facility is structurally sound and fit for occupation upon remodel and;
WHEREAS, the Wastewater Department has adequate funds in reserve to
support this project;
BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1.
The amount of $512,000 is hereby budgeted and appropriated from the Sewer
User Fund Reserve for remodel of the 1938 Administration Building at the James R.
DiIorio Water Reclamation Facility.
SECTION 2.
Funds in the amount of $512,000 shall be budgeted and appropriated to the
capital improvement account, Project No. 10-104 (WW1005), in the Sewer User Fund
for said project.

ISSUE
Should the City Council budget and appropriate the amount of $512,000 from the Sewer User
Fund Reserve for utility, site, and shell improvements of the old administration building at the
James R. DiIorio Water Reclamation Facility?
RECOMMENDATION
Approval of this ordinance
BACKGROUND
The City owns a previously used two-story building at the James R. DiIorio Wastewater
Reclamation Facility that is structurally sound. The Wastewater Department proposes to
remodel this building and move the Wastewater Engineering Division and Administration
Division into it in order to enhance operational efficiency. In 2010 the Wastewater Department
began construction of an ammonia removal project including a dewatering system, new
treatment facilities, and conversion to ultraviolet disinfection. Management of this large, multi-
year project will be enhanced by the presence of the Engineering and Administration Divisions
at the facility. The new treatment process will result in significant operating changes at the
facility, and the presence of the Wastewater Director at the facility will make the transition more
efficient.
FINANCIAL IMPACT
Funds are available from the Sewer User Fund for appropriation for Project No. 10-104
(WW1005). The reserve fund will be replenished in 2011.
