INTRODUCED: December 27, 2010 BY: Judy Weaver PASSED AND APPROVED: January 10, 2011 Background Paper for Proposed ORDINANCE AGENDA ITEM # R-2 DATE: December 27, 2010 DEPARTMENT: WASTEWATER DEPARTMENT GENE MICHAEL, DIRECTOR TITLE AN ORDINANCE BUDGETING AND APPROPRIATING THE AMOUNT OF $512,000 FROM THE SEWER USER FUND RESERVE FOR UTILITY, SITE, AND SHELL IMPROVEMENTS OF THE 1938 ADMINISTRATION BUILDING AT THE JAMES R. DIIORIO WATER RECLAMATION FACILITY ISSUE Should the City Council budget and appropriate the amount of $512,000 from the Sewer User Fund Reserve for utility, site, and shell improvements of the old administration building at the James R. DiIorio Water Reclamation Facility? RECOMMENDATION Approval of this ordinance BACKGROUND The City owns a previously used two-story building at the James R. DiIorio Wastewater Reclamation Facility that is structurally sound. The Wastewater Department proposes to remodel this building and move the Wastewater Engineering Division and Administration Division into it in order to enhance operational efficiency. In 2010 the Wastewater Department began construction of an ammonia removal project including a dewatering system, new treatment facilities, and conversion to ultraviolet disinfection. Management of this large, multi- year project will be enhanced by the presence of the Engineering and Administration Divisions at the facility. The new treatment process will result in significant operating changes at the facility, and the presence of the Wastewater Director at the facility will make the transition more efficient. FINANCIAL IMPACT Funds are available from the Sewer User Fund for appropriation for Project No. 10-104 (WW1005). The reserve fund will be replenished in 2011.
