RESOLUTION NO. 12033
A RESOLUTION ESTABLISHING THE EL CENTRO DEL
QUINTO SOL RECREATION CENTER BOARD OF
DIRECTORS
BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that
SECTION 1.
There is hereby established and created the El Centro del Quinto Sol Recreation
Center Board of Directors (“Board”) as an advisory commission to the Parks and
Recreation Department and the City Council. The Board shall consist of seven (7)
members who reside within the City of Pueblo and serve without compensation. The
City Council shall appoint the members of the Board. One Board member shall be a
resident of City Council District 2 (east of I-25), one Board member shall be a business-
owner operating east of I-25 in District 1 or 2, one Board member shall be the parent of
a child participating in programming at El Centro del Quinto Sol Recreation Center, one
Board member shall be a student at East High School, one Board member shall be a
youth age 10-14 residing east of I-25 in City Council District 1 or 2, and two Board
members shall be appointed at-large. Members shall be appointed for terms of three
(3) years (for adults) and one (1) year (for youth) provided that members initially will be
appointed for staggered terms. The Board shall select its own Chairperson from the
appointed members.
SECTION 2.
Functions of the Board shall be as follows:
a.The Board will act as an advisory commission to the Parks and Recreation
Department and City Council on matters pertaining to the planning, development,
improvement, equipping, and maintenance of the El Centro del Quinto Sol
Recreation Center.
b.The Board will assist in the development and monitoring of goals and objectives
for El Centro del Quinto Sol Recreation Center.
c.The Board will provide input for the long-range planning of resources for capital
projects for the rehabilitation, design, and/or development of El Centro del Quinto
Sol Recreation Center.
d.The Board shall be an information conduit from the Parks and Recreation
Department to the public and vice versa.
e.The Board shall make periodic reports to the City Council with respect to El
Centro del Quinto Sol Recreation Center.
SECTION 3:
The Board shall not have regular staff or budget but may request administrative
assistance from the Parks and Recreation Department.

ISSUE
Should the City Council establish an El Centro del Quinto Sol Recreation Center Board
of Directors to provide recommendations to the Parks and Recreation Department and
City Council regarding planning and operation of El Centro del Quinto Sol Recreation
Center, its programs, services, and facilities?
RECOMMENDATION
Approval of the Resolution
BACKGROUND
At the City Council Work Session held September 13, 2010, City Council recommended
establishing an El Centro del Quinto Sol Recreation Center Board of Directors (“Board”).
PURPOSE
The purpose of the Board is to serve in an advisory capacity providing
recommendations to the Parks and Recreation Department and City Council on issues
related to planning and operation of El Centro del Quinto Sol Recreation Center (“El
Centro”) including its programs, services, and facilities.
ROLE:
Board members serve as community advocates for El Centro, relaying and
receiving information to/from the community about issues and projects.
The Board will advocate on behalf of El Centro and the Parks and Recreation
Department to the public and City Council.
The Board will act as an advocate, on behalf of the public, to El Centro and the
Parks and Recreation Department.
Board members are not elected officials, but rather appointed officials who serve
at the pleasure of City Council.
RESPONSIBILITY:
The Board will consult with and provide recommendations to the Parks and
Recreation Department and City Council on matters pertaining to the planning,
development, improvement, equipping, and maintenance of El Centro.
The Board will assist in the development and monitoring of goals and objectives
for El Centro.
The Board will provide input for the long-range planning of resources for capital
projects for the rehabilitation, design and/or development of El Centro.
The Board shall be an information conduit from the Parks and Recreation
Department to the public and vice versa.
COMMISSION ORGANIZATION:
All members of the Board will be appointed and be subject to removal by the City
Council. The Board will have the authority to select its own chairperson. Meetings of
the Board will be open to the public and adequate notice thereof will be given to its
members. The Board will be composed of seven members who reside within the City of
Pueblo and serve staggered three - (adults) or one - (youth) year terms. One Board
member shall be a resident of City Council District 2 (east of I-25), one Board member
shall be a business-owner operating east of I-25 in District 1 or 2, one Board member
shall be the parent of a child participating in programming at El Centro del Quinto Sol,
one Board member shall be a student at East High School, one Board member shall be
a youth age 10-14 residing east of I-25 in City Council District 1 or 2, and two Board
members shall be appointed at-large.
The Parks and Recreation Department will be the coordinating department for the
Board.
FINANCIAL IMPACT
This is a volunteer Board and Members will serve without compensation.
The Parks and Recreation Department will, subject to available funding, provide support
to the Board in the preparation of agendas and minutes of the board meetings.
