HomeMy WebLinkAbout08256ORDINANCE NO. 8256 AN ORDINANCE APPROVING AND ACCEPTING A COLORADO DEPARTMENT OF PUBLIC SAFETY 2010 AUTO THEFT PREVENTION PROGRAM GRANT, ESTABLISHING PROJECT NUMBER PD1006, BUDGETING AND APPROPRIATING FUNDS IN THE AMOUNT OF $16,822.00 WHEREAS, the City Council of Pueblo has the authority on behalf of the City of Pueblo, including its Police Department, to accept grants for public and municipal purposes, and WHEREAS, the Colorado Department of Public Safety has tendered a 2010 Auto Theft Prevention Grant, in the amount of $16,822.00 to the City of Pueblo Police Department, and WHEREAS, acceptance of the Award for the purposes for which it has been made is in the best interest of the City and will benefit the health, welfare and safety of the citizens of the City; NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that: SECTION 1. The Awarding of the Colorado Department of Public Safety 2010 Auto Theft Prevention Program Grant to the City of Pueblo, a true copy of which is attached hereto, is hereby approved. SECTION 2. Project Number PD1006 (CATPA) is hereby established, and the amount of $16,822.00 is budgeted and appropriated therefore. SECTION 3. The Grant Award Funds shall only be expended and used for the Program, and shall be so obligated and expended by June 30, 2011. SECTION 4. This Ordinance shall become effective as of July 1, 2010. TITLE AN ORDINANCE APPROVING AND ACCEPTING A COLORADO DEPARTMENT OF PUBLIC SAFETY 2010 AUTO THEFT PREVENTION PROGRAM GRANT, ESTABLISHING PROJECT NUMBER PD1006, BUDGETING AND APPROPRIATING FUNDS IN THE AMOUNT OF $16,822.00 ISSUE Should the City of Pueblo accept 2010 Colorado Auto Theft Prevention Authority (CATPA) funding on behalf of the Police Department in an amount of $16,822.00? RECOMMENDATION Approval of the Resolution. BACKGROUND In 2003, Colorado ranked above national auto theft rates and was among the top ten states in the country for auto theft. These automobile theft statistics supported the legislation to form the Colorado Automobile Theft Prevention Authority (CATPA) to award grants to assist in improving and supporting automobile theft prevention programs or programs for the enforcement or prosecution of automobile theft crimes through statewide planning and coordination. Today, Colorado is now ranked 20th based on the 2007 national crime data from the Federal Bureau of Investigation for automobile theft. FINANCIAL IMPACT There is no City match for the funding award. The City will receive $16,822.00 as their share of the $110,685.00 Colorado Automobile Theft Prevention Authority Grant Funds. Other Agencies included in this grant award are as follows: Colorado Springs Police Department will receive $57,327.00 El Paso County Sheriff’s Office will receive $13,852.00 Pueblo County Sheriff’s Office will receive $12,000.00 Fountain Police Department will receive $8,804.00 Monument Police Department will receive $680.00 . Manitou Springs Police Department will receive $1,200.00 (Amounts shown also include equipment awarded through the Grant) The Colorado Automobile Prevention Authority Grant Funds in the amount of $16,822.00 that the City of Pueblo will receive will be used to offset overtime costs to conduct multi- jurisdictional law enforcement interdiction, increase public awareness of automobile theft and to facilitate cross-jurisdictional information sharing. In addition, $9,190.00 was awarded for an additional Stinger Bait Vehicle system. This system will be used to record audio and visual concerning the vehicle. It is equipped with a GPS system so the vehicle can be located when it is stolen. The system records the information on a DVD for evidence in court cases. Details of these projects are outlined in the Project Plan Section of the Grant Application.
