HomeMy WebLinkAbout11962RESOLUTION NO. 11962 A RESOLUTION AUTHORIZING THE CITY OF PUEBLO TO SUBMIT A GRANT APPLICATION TO GREAT OUTDOORS COLORADO TRUST FUND (GOCO) FOR FUNDING FROM THE SPECIAL OPPORTUNITIES PROGRAM FOR THE LAKE MINNEQUA PHASE 2-A PROJECT AND AUTHORIZING THE PRESIDENT OF CITY COUNCIL TO EXECUTE THE SAME WHEREAS, the City of Pueblo strongly supports the Great Outdoors Colorado grant application for the Lake Minnequa Phase 2-A Project; and WHEREAS, the City of Pueblo has requested $700,000 from Great Outdoors Colorado to construct an open grass area with restrooms and parking for sports activities and other events; BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that: SECTION 1. A grant application requesting $700,000 from the Great Outdoors Colorado (GOCO) grant for funding from the Special Opportunities Grant Program to construct the Lake Minnequa Phase 2-A Project, a copy of which is attached hereto, is hereby approved and strongly supported. SECTION 2. The City of Pueblo will maintain the Lake Minnequa Phase 2-A improvements and amenities constructed with this project, in a high quality condition and will appropriate funds for maintenance in its annual budget. SECTION 3. The project site is currently owned by the City of Pueblo and will be owned by the City of Pueblo for at least the next 25 years. SECTION 4. The City of Pueblo has the ability the complete the project and has determined this ability in completing approximately 20 to 30 Public Works projects annually. SECTION 5. The City of Pueblo authorizes the funds in the amount of $1,100,000 be provided from the General Fund and $120,000 from a National Football League Grant to the Pueblo Police Activities League as matching funds for the project. SECTION 6. The President of the City Council is hereby authorized to execute and deliver the grant application in the name of and on behalf of the City of Pueblo, a Municipal Corporation, and the City Clerk shall affix the seal of the City thereto and attest same. RECOMMENDATION Approval of the Resolution. BACKGROUND Phase 2-A will construct a 10-acre open turf area, a restroom/storage building with a small plaza area, paved parking for 250 vehicles, and the construction of Reno Avenue along the south boundary of the park. The open turf area will be constructed within a 14-acre area at the southwest end of the Lake Minnequa Park and Open Space area. The open turf area will be constructed based on an engineered site plan that includes the importing of fill material for the site that will be graded in place and amended for growing turf grass. The turf area will be sod and an automatic irrigation system installed, along with irrigation and planting for other landscaped areas. Other site improvements include a 2.5-acre paved parking area that will be designed for 250 vehicles along the eastern edge of the football fields and a restroom/storage facility building (See attached football field site plan Map 2). $2,240,000 The estimated cost of the project is . The 2010 Special Opportunities grant $700,000 request for the Lake Minnequa Phase 2-A Project in the amount of will be $1,100,000$120,000 matched with from City General Funds and of a National Football $100,000 League/Denver Broncos funds awarded to the PPAL, of Urban Renewal funds $220,000 and of in-kind expenses provided by project partners. FINANCIAL IMPACT The total cost for the Lake Minnequa Phase 2-A Project is estimated to be $2.24 million. The GOCO Special Opportunities Grant application will request $700,000 to assist with the construction of an open grass area with restrooms and parking for sports activities and other events at Lake Minnequa. The City’s will be providing $1,100,000 in cash matching funds for the project. In addition $120,000 in cash funds from a National Football League Grant to the Pueblo Police Activities League is being provided for the project. The Urban Renewal Authority has committed $100,000 for the reconstruction of Reno Avenue adjacent to the park. The other project partners have committed to provide $220,000 of in-kind donations to reduce the cash expenses for the construction of the project. Project Title: Minnequa Lake Phase 2 -A 6. Grant Request: $ 700,000 Total Project Cost: $ 2,240,000 7. Brief Project Description: Minnequa Lake Phase 2 -A includes a 10 -acre turf area for youth sports and other community events. A 800 sq.ft. restroom /storage building with a plaza area, a trail linking with the 2.4 -mile trail circling Lake Minnequa, paved parking for 250 vehicles, and the a park access roadway complement the turf area. Pueblo has over 2,500 youth ages 6 -14 playing on organized youth football, soccer and the fast growing sport of lacrosse teams without sufficient facilities to meet the demands for these programs. Most cities the size of Pueblo have facilities for these programs that are not combined with youth baseball fields. For years the youth football programs with over 1,000 participants used the outfield areas at the Runyon Baseball Complex. While the Runyon Complex is an excellent youth baseball facility, it is not designed to accommodate the youth football. The large number football games played on the fields caused significant additional maintenance and restoration of the fields. The use of the fields during the fall for football does not allow for the turf to recover in the springtime for baseball games. The Pueblo Police Activities League (PPAL) has organized a coalition of the youth football groups to assist the City in the layout and design of the project, secured $220,00 of in -kind services and was awarded a 2009 NFL /Denver Broncos Community Fields Grant for this project. Supporters include Pueblo City Schools, CSU- Pueblo Friends of Football and Athletic Department, Pueblo Youth Football Association, Pueblo LaGente Youth Sports, and Lacrosse of Pueblo. 1 The applicant contact must be from the eligible applicant organization. 2 Indicate whether this person or organization will be the main contact for this grant.
