A RESOLUTION APPOINTING MEMBERS TO THE SOUTHPOINTE SPECIAL
IMPROVEMENTS MAINTENANCE DISTRICT’S ADVISORY COMMITTEE
WHEREAS, Ordinance No. 6583 creating the SouthPointe Special Improvements
Maintenance District (the “District”) established an Advisory Committee composed of three
members appointed by the City Council for indefinite terms.
WHEREAS, members of the Advisory Committee must be natural persons or partners,
managers, directors, officers or employees of a legal entity that owns an interest in real property
located within the District, NOW, THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1.
Robert Leach, Brian Robinson and Brian Lucas are hereby appointed as members of
the SouthPointe Special Improvements Maintenance District Advisory Committee for indefinite
terms to serve at the pleasure of the City Council.

ISSUE
Should City Council appoint members to the SouthPointe Special Improvement Maintenance
District’s Advisory Committee?
BACKGROUND
The Advisory Committee for the SouthPointe Special Improvements Maintenance District
(SIMD) is composed of three persons. Initially two members where appointed by Horizon
Communities and one member was appointed by City Council. After December 31, 2006, all
members of the Advisory Committee shall be appointed by City Council. Prior to December 31,
2006 Robert Leach and Fred Zook were appointed by Horizon Communities and Ed Robinson
was appointed by City Council. Mr. Robinson has retired and has sold his interest in Horizon
Communities to his son Brian Robinson and is no longer involved in our day to day activities of
the SIMD, Fred Zook has recently resigned from the Committee and Robert Leach has
expressed his desire to be reappointed to the Advisory Committee by City Council. Mr. Leach
has recommended that Council appoint Brian Robinson to replace Ed Robinson, Brian Lucas to
replace Fred Zook, and reappoint himself as a Council appointment.
Mr. Leach and Mr. Robinson are qualified to serve on the Committee because of their land
ownership in SouthPointe through Horizon Communities and Mr. Lucas resides within the
District.
The Advisory Committee annually recommends the SIMD Budget to the SouthPointe SIMD
Board of Directors (which consists of members of City Council), and also oversees maintenance
work by various subcontractors providing landscape maintenance in the area.
RECOMMENDATION
Approval of the Resolution.
