INTRODUCED: June 28, 2010 BY: Vera Ortegon /COUNCILPERSON PASSED AND APPROVED: July 12, 2010 Background Paper for Proposed ORDINANCE DATE: AGENDA ITEM # R-8 June 28, 2010 DEPARTMENT: Law Department Thomas J. Florczak, City Attorney Regional Building Department J. D. Potter, Chief Building Inspector TITLE AN ORDINANCE AMENDING SECTION 4-10-3 OF CHAPTER 10 OF TITLE IV OF THE PUEBLO MUNICIPAL CODE RELATING TO THE CITY'S ADDRESS NUMBERING SYSTEM, ADOPTING THE PUEBLO CITY-COUNTY ADDRESSING STANDARDS PUBLISHED MAY 2010, AND PROVIDING PENALTIES FOR THE VIOLATION THEREOF ISSUE Should City Council pass an ordinance: (1) amending Section 4-10-3, Pueblo Municipal Code, as amended, to change the baseline for counting and assigning all addresses within the City from First Street and Main Street to First Street and Santa Fe Avenue; (2) amending Section 4-10-3, Pueblo Municipal Code, as amended, to change the address counting system from a grid system based on longitude and latitude to the system described in the Pueblo City-County Addressing Standards published May 2010; and (3) adopting the Pueblo City-County Addressing Standards, published May 2010, on file with the Office of the City Clerk? RECOMMENDATION The Departments recommend approval. BACKGROUND The City does not currently use First Street and Main Street as the baseline for its addressing system, but instead uses First Street and Santa Fe Avenue. The proposed ordinance recognizes that this is the baseline currently in use and adopts it as the official baseline. The current grid system based on latitude and longitude used for counting and assigning addresses has become obsolete due to the advent of GPS systems. In order for the City's addressing system to work properly with GPS systems, the uniform national system described in the Pueblo City-County Addressing Standards, published May 2010 must be applied. The proposed ordinance adopts and requires compliance with those standards. FINANCIAL IMPACT Unknown.
