AN ORDINANCE AMENDING THE FISCAL YEAR 2010
STAFFING ORDINANCE INCREASING THE FIREFIGHTER
STAFFING WITHIN THE FIRE DEPARTMENT AT FIRE
STATION 10 (AIRPORT FIRE STATION)
WHEREAS, it is necessary to increase the staffing level of Firefighter by three positions
for the ultimate efficiency and functionality for the Fire Department
Now, therefore,
BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that: (brackets indicate matter
being deleted, underscore indicates matter being added)
SECTION 1.
The following section captioned “Fire” of Ordinance No. 8126, being the 2010 Staffing
Ordinance and as amended by Ordinance No 8228, is amended as follows:

ISSUE
Should City Council approve the over-staffing of three firefighters in 2010?
RECOMMENDATION
Approval of the ordinance as presented.
BACKGROUND
In order to accommodate regularly scheduled commercial jet service at the Pueblo Municipal
Airport Fire Station 10 must be re-indexed from an Index A classification to an Index B
classification. An Index B classification will require that no less than two firefighters be available
on the airfield at all times for aviation related fire suppression. Presently, Fire Station 10 is
staffed with three fire personnel (Captain, Engineer, and EMO). Without an additional firefighter
th
(4 person at Fire Station 10), only one firefighter would be able to respond to medical aid or fire
calls at the Airport Industrial Park. Current deployment of fire personnel at Fire Station 10 under
an Index A classification has allowed us to send all three fire personnel to a medical aid or fire
call at the Industrial Park while either Engine 6 or Engine 8 responds to the airport to back fill
the staffing at Fire Station 10. Under Index B protocol, we must leave at least two firefighters at
Fire Station 10 at all times.
FINANCIAL IMPACT
The increase in staffing by three entry level firefighters for Pueblo Fire Department will cost the
General Fund $89,310 for the remaining of 2010. This figure includes salary, benefits and
operating costs related to the increase of staffing of three entry level firefighters from August
2010 through December of 2010 (5 months).
