HomeMy WebLinkAbout08228ORDINANCE NO. 8228 AN ORDINANCE AMENDING THE FISCAL YEAR 2010 STAFFING ORDINANCE INCREASING THE TEMPORARY FIREFIGHTER STAFFING WITHIN THE FIRE DEPARTMENT WHEREAS, it is necessary to increase the staffing level of Firefighter by three positions for the ultimate efficiency and functionality for the Fire Department Now, therefore, BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that: (brackets indicate matter being deleted, underscore indicates matter being added) SECTION 1. Riley, Fire Chief TITLE AN ORDINANCE AMENDING THE FISCAL YEAR 2010 STAFFING ORDINANCE INCREASING THE TEMPORARY FIREFIGHTER STAFFING WITHIN THE FIRE DEPARTMENT ISSUE Should City Council approve the over-staffing of 3 temporary firefighters in 2010? RECOMMENDATION Approval of the ordinance as presented. BACKGROUND On April 19, 2010, City Council directed City Administration to temporarily provide for the operation of the “old” Station 9 and the “new” Station 9 during the construction and relocation of Station 4. This would effectively cause the City to operate out of 11 fire stations. To accomplish this operation resources must be moved and added. As proposed, one Emergency Medical Officer will be temporarily added to Squad 1 converting it to an Advanced Life Support (ALS) unit. Squad 1 will temporarily move from Station 1 to Station 3 and the engine from Station 3 will temporarily move to the “new” Station 9. A tentative completion date of July 2011 has been set for the “new” Station 4. Once complete there will be no need to run any operations out of “old” Station 9. FINANCIAL IMPACT Increased staffing by 3 temporary entry level firefighters for Pueblo Fire Department will cost the General Fund $89,310 for the remaining of 2010. This figure include salary, benefits and operating costs related to increased staffing of 3 temporary entry level firefighters from August 2010 through December of 2010 (5 months). For fiscal year 2011, the cost will increase to $128,394 during the construction of new Fire station 4 (January 2011 through July 2011). If the construction period extends beyond the end of July 2011, the cost to the General Fund will increase because the 3 temporary firefighters will be eligible for a 6.9% step increase.
