INTRODUCED: June 28, 2010 BY: Vera Ortegon /COUNCILPERSON Background Paper for Proposed RESOLUTION DATE: JUNE 28, 2010 AGENDA ITEM # M-3 DEPARTMENT: PUBLIC WORKS DIRECTOR – EARL WILKINSON, P.E. TITLE A RESOLUTION AWARDING A DEMOLITION CONTRACT IN THE AMOUNT OF TH $6,950 FOR THE DEMOLITION OF 2107 EAST 12 STREET (CD0929) TO DIRT N DEMO, INC., AND AUTHORIZING THE PURCHASING AGENT TO EXECUTE THE SAME ISSUE Should the City Council award a contract for the demolition of the structure located at th 2107 East 12 Street? RECOMMENDATION Approval of this Resolution BACKGROUND The structure located on the property at 2107 East 12th Street has been determined by the Building Official to be a dangerous building under the provisions of Chapter 13 of Title 4 of the Municipal Code. The Building Official has served the required Notice and Order to repair the structure to the owner of the property, and the property owner has failed to comply within the required time periods. Subsequently, the Building Official has issued a request for the Director of Public Works to demolish the structure. This structure has been approved for demolition by the City’s Housing and Citizen Services Department after review of historic preservation concerns. An asbestos inspection of the structure has also been conducted, and no asbestos materials are found at this location. However, one of the structures appears to be an old rail car, and although it is doubtful, it is possible that the wheels may still be attached and are buried underground. If so, then the brake pads would most likely contain asbestos. An add alternate was included in the bid package in anticipation of this situation. The work was competitively bid through the City’s Purchasing Department, and a copy of the bid summary is attached. FINANCIAL IMPACT This demolition contract will be paid from Community Development Block Grant Funds Project Code CD0929 – Demolition of Unsafe Structures.
